This is a two stage process of Pre Qualification and Tendering as set out in articles 20 to 25 of directive 93/36/EEC a questionnaire setting out in detail the Authority's requirements is available from the address stated in the notice and expressions of interest must be received in writing by the closing date indicated.

Expression of interest must be made in writing by post, fax or email and submitted directly to the person(s) identified within Section One of this Contract Notice.
Upon receipt of each Expression of Interest, interested parties will be required to complete a Pre Qualification Questionnaire. Following evaluation of the responses, shortlisted companies will be invited to tender.

Lodging of appeals:
Precise information on deadline(s) for lodging appeals: Blaenau Gwent County Borough Council will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have two working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of three working days before the expiry of the standstill period. Such additional information should be requested from the Contracting Authority.
If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within three months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
