Network Rail wishes to appoint a suitably experienced contractor to develop a detailed design for and to thereafter carry out the construction of the new National Centre in Milton Keynes. The National Centre will provide Network Rail with new office accommodation of approximately 440 000 sq. ft (GIA) with a multi-storey car park accommodating approximately 520 no vehicles.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope:
Network Rail is seeking expressions of interest from Contractors who have a proven and successful track record in the design and construction of high quality corporate offices.
The National Centre will be a building of approximately 440 000 sq. ft (GIA), with a multi-storey car park accommodating approximately 520 no. cars.
The building must achieve at least an Excellent BREEAM rating.
Network Rail propose to procure the development via a design and build contract route, however it wishes to reserve the option to use either a single-stage or a two-stage approach to tendering. It is Network Rail's intention to novate the existing design team to the Contractor prior to commencement of construction.
Estimated value excluding VAT:
Range: between 75 000 000 and 120 000 000 GBP.

Award Criteria.
Expressions of interest will be evaluated on the basis of information provided in response to the Prequalification Questionnaire. The Prequalification Questionnaire will be issued to each contractor upon receipt of a written request to participate in the selection process. The time limit for receipt of requests for documents will be in accordance with Section IV.3.3 of this Notice. The time limit for receipt of tenders or requests to participate ( referred to in this Notice as the Prequalification Questionnaire) will be in accordance with Section IV.3.4 . The criteria for the selection of the contractors to be shortlisted to receive an Invitation to Tender will include, but not be limited to;
(a) evidence to demonstrate the successful delivery of at least a single commercial office development (to institutional standards) over 75 000 000 (GBP) in value, and over 300 000 sq. ft ( GIA) in size;
(b) evidence to demonstrate the successful delivery of a single commercial office development for an owner occupier;
(c) evidence of the availability of resources with appropriate skills and competencies;
(d) evidence of suitable financial stability, capacity and capability; and
(e) evidence of a good health, safety and environmental record.
All evidence shall relate to experience in design and build.
