SECTION II: OBJECT OF THE CONTRACT

II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Harrow Corporate Major Works Procurement.

II.1.5) Short description of the contract or purchase(s):
The Contracting Authority seeks expressions of interest in respect of all aspects of construction works, with the intention to incorporate design, contract management and related areas of property based works, to its asset management and investment portfolio. It is envisaged that, at the Contracting Authority’s discretion, these will cover refurbishments, modernisation works, new building works, repairs works to its education, corporate and other buildings (including but not limited to social services buildings, leisure centres and facilities but excluding housing stock), as required. The framework agreement may include the building of new schools and/or works to education facilities which fall outside the scope of its current works programme but only in the event the Contracting Authority receives sufficient funding to enable it to instruct such works. The framework agreement may also include the building of new major corporate buildings and ancillary works but this is also subject to sufficient funding and planning permissions and so no guarantee is given that such works will be awarded pursuant to the framework agreement.
The Contracting Authority intends to award a framework agreement to a single contractor. The issue of call-off contracts pursuant to that framework agreement shall be at the sole discrection of the Contracting Authority.
Call-offs may be made throughout the life of the framework agreement for the period of time that the Contracting Authority elects to keep the framework agreement in use subject to a maximum duration of 4 years. The final call-off contract may last beyond the term of the Framework Agreement.
It is intended that the form of call-off contract to be used will be the current revision of the ACA Standard form of contract for Project Partnering (PPC 2000).

II.2.1) Total quantity or scope:
It is likely that the amount of works that could be potentially placed under the framework agreement will be dependent on the availability of future funding. Therefore, the range of values given in section II.1.4 is extensive to cover all potential call-off contracts which may or may not be awarded under the framework agreement. In view of the above, notwithstanding the minimum value listed in section II.1.4 no guarantee can be given as to any minimum level of throughput and the Contracting Authority will retain the option to use the framework agreement or any other methods of procurement in the interests of achieving best value.

Under this framework agreement the contractor and its supply chain will be required to actively participate in the achievement of social and/or environmental policy objectives relating to recruitment and training and supply chain initiatives. Accordingly the contract performance conditions may relate in particular to social and environmental considerations.
