BBC TV Licensing (TVL) is responsible for generating in excess of 3 500 000 000 GBP per annum in Licence Fee revenues. This represents 95 %+ of the BBC’s annual income. TVL’s key objective is to maximise net Licence Fee revenue for the BBC without damaging the reputation of the Licence Fee as the long term form of funding for the BBC. The BBC retains overall responsibility for television licensing and is a public authority in respect of its television licensing activities.
The services involved in the collection of the Licence Fee are provided via a number of outsourced contractual arrangements. These relationships are considered to be strategic by virtue of contract value and cover the collection, administration and enforcement of the Licence Fee as well as marketing, public relations (PR) and retail payment networks. It is the responsibility of TVL to manage each of these contractual relationships.
TVL is seeking to re-tender the Direct Marketing and Print, Production and Fulfilment services elements of its outsourced arrangements.
These include:

Each month TVL runs over 20 separate direct marketing campaigns, the audiences for which include licensed and unlicensed addresses. In total around 60m items of mail are despatched each year. Additionally TVL sends e-licences and e-reminders to Licence holders who have expressed a preference for this method of communication.
Further information regarding the detailed scope of the services will be provided with the Pre-Qualification Questionnaire (PQQ) and the BBC will discuss its service requirements in more detail with bidders at the appropriate stage in the procurement process.
The BBC’s requirements have been separated into 2 lots (see Annex B). The BBC’s preference is to award 1 contract to a single contractor or consortium which covers both lots, however, the BBC will consider awarding a separate contract in respect of each lot if that offers the most economically advantageous solution for the BBC.
It is anticipated that the total value of the contract(s) in respect of both lots over the potential term of 6 years (an initial term of 5 years plus a further possible 1 year extension) is between 60 000 000 GBP and 90 000 000 GBP. This figure includes the cost of all elements of the provision of the services including all materials in respect of both lots.
Variant bids will be accepted provided they meet the BBC’s core requirements.
The PQQ will be published on the eSourcing Portal at
https://bbc.bravosolution.co.uk (see paragraph III.2.1 for instructions) and will be available no later than Friday 15th May. Any interested parties who have expressed an interest in the tender prior to this date will be notified via email (to the email address provided on registering via the Bravosolution site) when the PQQ is published. The closing date for submission of responses to the PQQ will be a minimum of 30 days from the date of publication of the PQQ and will be specified in the PQQ.

Lodging of appeals:
Precise information on deadline(s) for lodging appeals: The BBC will incorporate a minimum 10 calendar day standstill period at the time that information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 clear working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be required according to the notice.
If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (and at any event within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.
