“Climate change is the biggest threat to the future development of human civilisation and poses a huge challenge for cities like London. The possibility of global climate change catastrophe can only be reduced by the world making deep and immediate cuts in its emissions of greenhouse gases, especially of carbon dioxide. The Mayor’s Climate Change Action Plan sets out how London will contribute and show leadership in meeting this global challenge.
London’s commercial and public sector buildings alone produce 15 000 000 tonnes of CO2 annually – almost one third of the total emissions. Public sector buildings (boroughs, Government, hospitals, schools, etc) represent c. 8 % of total London emissions. Implementing energy efficiency measures across the public sector group could result in energy savings of 20-50 %.
Implementation of BEEP provides a unique opportunity to demonstrate the London’s commitment to tackling climate change.
The Greater London Authority (GLA) announced a commitment to cut energy use by 25 per cent in public buildings using this model. London is the first city in the world to appoint energy services companies and complete the auditing of buildings, following the launch of the programme by the Clinton Climate Initiative for the C40 group of cities.
100 GLA buildings have been committed to the BEEP model as part of a BEEP pilot. The pilot has so far seen 42 buildings audited and investment grade proposals submitted – with energy savings as high as 28 % over an average 6 year simple payback.”
The intention is to set up a framework agreement which will be made available to the Public Sector in London as well as the rest of the UK. The duration of the framework will be for a period of 3 years with the option to extend for a further 12 months.

Please note The Framework Agreement(s) resulting from this call for competition may be awarded by and may be for the benefit of the Greater London Authority and any of its functional bodies/Local Authorities and/or their subsidiaries.
Tenderers interested in being considered for the tender for this requirement should express their interest by means of completing a pre-qualification questionnaire detailing their capabilities.
The Awarding Authority reserves the right to withdraw from the procurement process and/or not to award any contract as a result of the competition called for by this notice. The Awarding Authority shall not be liable for any costs or expenses incurred by any candidates in considering and/or responding to the procurement process. All discussions and meetings will be conducted in English. Tenders and supporting documents must be priced in Pound Sterling and all payments under the contract will be made in Pound Sterling. TfL may interview any or all companies who express an interest in tendering for this work.

Precise information on deadline(s) for lodging appeals: The authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address in section 1.1.
If an appeal regarding the award of a contract has not been successfully resolved the (for Public Sector) Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages.
