Short description of the contract or purchase(s):
The Homes & Communities Agency wishes to appoint a development partner or consortium of partners to develop, own and operate an Enterprise Centre and Managed Workspace upon a site with an area of circa. 2.46 hectares (6.073 acres) and a net developable area of circa. 1.935 hectares (4.78 acres), located within and as part of Phase One of the Telford Technology Park. Schemes may be phased and include "grow on" space provision. Whilst additional sites are available within the Technology Park which provide opportunity for further phases of development, these will be disposed of through separate marketing arrangements and will not form part of the current project. A high quality scheme with buildings designed to achieve a BREEAM rating of at least "very good" is required.

The site comprises a net developable area of circa 1.935 hectares (4.78 acres) and provides the opportunity for construction of an Enterprise Centre and managed workspace within Use Classes B1 & B2 of the UK Town and Country Planning (Use Classes) Order 1987 (as subsequently amended). The extent of delivered floorspace is flexible and may be phased. The estimated value below represents the Gross Development Value which will depend upon the delivered scheme.

All dates and time period indicated in this notice are provisional and the HCA reserves the right to change these. The HCA reserves the right not to proceed with the competition at any stage of the tender process and shall not in any event be responsible for any costs incurred by bidders.

Lodging of appeals:
Precise information on deadline(s) for lodging appeals: The contracting authority will incorporate a minimum of 10 calendar days standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from the address in section 1.1. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action may order the setting aside of the award decision or order the contracting authority to amend any document and may award damages. If the contract has been entered into the court may only award damages.
