II.1.5) Short description of the contract or purchase(s):

NHS Rotherham is seeking a strategic partner(s) to potentially develop three sites within the Rotherham area. These sites are to be located in Treeton (site already identified), Dinnington and Dalton (sites to be identified) and will be split into three lots. Expressions of Interest are invited without prejudice as final approval of the projects has to be given by Rotherham Primary Care Trust. Bidders may bid for all lots or are to confirm which lots they are tendering for 1, 2 or 3.Developer(s) will be asked to provide costs based on the following two options;1. Provide buildings via a 3PD (Third Party Developer) turnkey route with the purpose of leasing the sites exclusively to NHS Rotherham for an agreed period likely to be around twenty (20) years. 2. Provide the buildings as a capital build where NHS Rotherham has an agreement to purchase the sites which would be triggered on satisfactory completion of the build. It will be a requirement of this tender that the successful bidder(s) acquire the land; however the bidder(s) must demonstrate that the proposed site will be suitable for the areas patient list and they must confirm that it is freehold. NHS Rotherham will also endeavour to provide suitable sites which will be made available for transfer to the successful bidder(s) at the District Valuers agreed independent market value.As part of the tender exercise bidder/s will be asked to provide qualifications of their suitability/experience and also commit to using an open tender process for their Main Contractor where NHS Rotherham will jointly agree the scoring mechanism for the selection of the winning bidder. Bidder(s) will also be asked to offer Operational proposals, i.e. would they wish to integrate a full Facilities Management package into the lease cost or would they be looking for NHS Rotherham to arrange provision of such services.Bidders are asked to register their interest via the following web portal www.supplying2nhs.com.
