SECTION II: OBJECT OF THE CONTRACT

II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Housing Refurbishment Partnership Contract 2009-2015.

II.1.5) Short description of the contract or purchase(s):
Ashfield District Council is a Local Authority serving the District of Ashfield. There are approximately 50,000 homes within Ashfield of which 7307 were Council owned as at the 1.4.2009.
Ashfield District Council (through its ALMO, Ashfield Homes Limited) completed its Decent Homes programme in October 2005, making all of its properties ‘Decent’ in accordance with the UK Government Standard. This contract will ensure that all properties due to become Non-Decent during the contract period receive the necessary element replacements in order to prevent them from becoming Non-Decent. The object of this contract will predominantly involve the replacement of a number of key building elements including:
— Kitchen replacement,
— Bathroom replacement,
— Central heating replacement,
— Electrical rewiring.
However, the Contract terms and conditions will include the option (exercisable at the Client’s sole discretion) to extend the scope of the contract to incorporate the following (should the client wish to carry out such works under this contract), but not be limited to:
— Window replacement,
— Roof covering replacement (including soffit/fascia and gutter/downpipes replacement),
— External door replacement,
— Render/insulated render replacement,
— External Wall Insulation to Non-traditional properties,
— Structural works as identified (traditional and Non-traditional properties),
— Common areas (including curtain walling and door entry systems),
— Stability Works,
— Top-up Loft Insulation,
— Other minor repair works to walkway finishes, external paths, walls and fencing and the like.
It is anticipated that the value of maintenance and investment works required in total over the period to maintain the Authority’s stock to this standard will be between 15 and 25 000 000 GBP (including the value of those works that the Authority may wish to include through extending the scope of the contract as detailed above).
The Contract terms and conditions will also include the option (exercisable at the Authority’s sole discretion) to extend the scope of the contract further to incorporate other building related works to an unspecified value (should the client wish to carry out such works under this contract).
It is proposed that the above works will be delivered under a partnering contract.
The Authority is seeking expressions of interest from suitably experienced and qualified organisations to work as a strategic partner with the Authority, its consultants and other contractor partners in order to deliver the whole of the works as required by the Client under the contract.

The Authority estimates that the gross value of the project could be in the region of 3 000 000 GBP to 5 000 000 GBP per annum.

Range: between 15 000 000 and 25 000 000 GBP.

Description of these options: The contract will be for an initial period from award of contract until March 2012, with an option to extend for a further 36 months (maximum), extended at 12 monthly intervals at the Authority’s sole discretion.
Provisional timetable for recourse to these options: in months: 12 (from the award of the contract).

The Contracting Authority intends to enter into EU-compliant supply chain arrangements and therefore the contract will include obligations for the successful constructor to adopt these agreements.

Accelerated restricted.
Justification for the choice of accelerated procedure: The project forms part of a major public investment, the rapid completion of which will ensure the timely distribution of public funds into the marketplace. Given the gravity of the current economic climate and in light of the European Commission's guidance on the use of the accelerated procedure, it is felt necessary that this project is completed as soon as possible as it is likely to have the requisite effect of boosting the economy through the rapid execution of the contract.

The Authority reserves the right not to award a contract or award a contract or contracts for part of the Project only. The Authority intends to include a clause in the contract which will allow it to become involved, in conjunction with the chosen contractors, in the selection of suppliers during the contract period for use during the Project. It is intended that the contract be capable of being used by current and future members of the Central England Procurement Partnership (CEPP), of which Ashfield Homes is a member. It is also anticipated that Ashfield Homes’ involvement within CEPP (or any other consortia) during the contract period may as a result require the Partnering Documents (and partnering approach) to be amended to reflect the procurement practices associated with such consortia.
The contract may include conditions relating to environmental and social requirements of the contracting authorities. Contract conditions will be detailed in the invitation to tender.
