Total quantity or scope:
Renfrewshire Council is working to deliver a Housing Investment Programme designed to deliver the Scottish Housing Quality Standard by 2015 across its 12 600 council housing stock.
To this end Renfrewshire Council wishes to establish Partnerning Framework Agreements for 2 Lots as follows:
Lot 1 - For the delivery of a programme of internal improvement works covering the design, supply and installation of kitchens, bathrooms, partial or complete rewiring works with the option to include central heating systems and boiler replacements in some cases as part of that package of upgrading.
Lot 2 Separately for the delivery of a central heating systems and boiler replacement programme.
Estimated value excluding VAT:
Range: between 50 000 000 and 70 000 000 GBP.

For the delivery of a programme of internal improvement works covering the design, supply and installation of kitchens and bathrooms, partial or complete re-wiring works with the option to include central heating systems and boiler replacement, in some cases as part of that package of upgrading. Approximately 80 % of central heating systems will be a gas heating system. The balance of approximately 20 % will be electric heating systems.

All prices quoted in the tender must be in Sterling (GBP). Payments will be made to the appointed contractor in Sterling (GBP).

In the event of an associated group of companies being successful, the council will require each company in the group to be jointly and severally liable for the satisfactory performance of the contract.

Information and formalities necessary for evaluating if requirements are met: Tenderers will be required to submit with their tender documents fully audited accounts for the financial years 2007, 2008 and if the last balance sheet is more than 9 months out of date, a financial statement will be required by the Director responsible for financial matters.
Minimum level(s) of standards possibly required: Based on total turn-over it is a requirement for turnover to be specifically relating to the proposed work packages, i.e.
For Lot 1 of Kitchens, bathrooms, re-wiring and central heating systems and boiler replacement works, the minimum annual turnover required is 4 000 000 pa. (GBP).
For Lot 2 of Central heating and boiler replacement works, the minimum annual turnover required is 2 000 000 pa. (GBP).
