The intention is to let a framework to enable the sixteen Local Authorities to contract under the arrangement within FOUR distinct elements; these are:
— Asbestos Survey/ Inspection – LOT 1,
— Asbestos Testing/ Analytical Services – LOT 2,
— (HSE) Licensed Supervision of Asbestos Removal – LOT 3,
— (HSE) Licensed Asbestos Removal – LOT 4.
The Invitation to Tender (ITT) will be divided into lots against each of the FOUR elements and across participating authorities and will consist of named authorities. This is a framework arrangement and no guarantee as to volumes or expenditure can be given. Your attention is drawn to the fact that some existing arrangements which will expire before the end of the framework may continue for individual authorities during the period of the framework, after which the individual authority will utilize this framework.
Targeted Recruitment and Training and Supply-chain Opportunities.

Precise information on deadline(s) for lodging appeals: The Consortium will incorporate a minimum 10 calendar day standstill period at the point information on the award of contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting Authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided by the Authority a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from The Head of Legal Services, Main Reception, The City and County of Swansea, Civic Centre, Oystermouth Road, Swansea, SA1 3SN, UNITED KINGDOM.
If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) / Utilities Contracts Regulations (SI 2005 No 6) (delete as appropriate) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. [The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into].
