SECTION II: OBJECT OF THE CONTRACT

II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s):
The contracting authority is a registered social landlord responsible for the management of approximateley 72,000 tenanted homes. The contracting authority proposes to procure a contract or contracts for works comprising the over-cladding and roofing of between 22 and 28 multi storey blocks properties over 10 storeys in height. The contracting authority is acting where agreed as a central purchasing body for the local housing associations (LHO's) and for other bodies involved in providing or managing social housing in Glasgow. All or part of the contracting authority's housing stock may transfer during the course of the contract to LHO's through a process known as Second Stage Transfer (SST). The contract may therefore provide a mechanism for the obligations of the contractor in respect of any such transferred housing stock to continue. This may, without limitation, be by means of the contracting authority continuing to contract on behalf of the relevant LHO's or by means of a partial novation to the LHO's. Details of the chosen mechanism will be set out in the contract documents. Works will include the external refurbishment of multi-storey blocks of flats comprises the provision of external insulation and over-cladding to all elevations of the blocks (except a few blocks already clad on some elevations) together with the repair of existing, or the design, supply and installation of new roofs. The works may include some or all of the following: feature Lighting, entrance treatment-canopies, lightning protection, common window treatment, wall treatments to stair columns and balcony enclosures. Building construction work. Roof works and other special trade construction works. Cladding works. Installation of doors and windows and related components. Lighting systems.

The contracting authority proposes to procure a contract or contracts for works comprising the over-cladding of between 22 and 28 multi storey blocks properties over 10 storeys in height. The contractors and their supply chain will be required to actively participate in the achievement of social, environmental and/or sustainability policy objectives relating to local regeneration, social and economic growth, recruitment, employment, training and supply chain initiatives. Accordingly, contract performance conditions and evaluation criteria may relate in particular to social and environmental considerations. Details will be set out in the contract documents.

The contracting authority reserves the right not to award any contract as a result of the procurement process initiated by this notice and in such event will not be liable for any costs incurred by any party.

Precise information on deadline(s) for lodging appeals: The contracting authority will incorporate a minimum 10-calender-day standstill period at the point information on the award of the contract(s) is (are) communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contracts are entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and such information has to be provided a minimum of 3 working days before the end of the standstill period. Such additional information should be requested from the contracting authority as detailed in point I.1 of this notice.
If an appeal regarding the award of a contract has not been successfully resolved, the Public Contracts (Scotland) regulations 2006 provide for aggrieved parties who have been harmed or who are at risk from harm by breach of the rules to take action in the Sherriff Court or Court of Session. Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may award the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages. (the purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.).
