SECTION II: OBJECT OF THE CONTRACT

II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Non Traditional Housing Repairs.

Main site or location of works: Various Valleys to Coast Housing sites within the area covered by Bridgend County Borough Council.

II.1.5) Short description of the contract or purchase(s):
The carrying out of recommended structural repairs and thermal insulation improvements and other external elemental works to ensure a further 30 years assured life to the various types of non traditionally built properties owned by Valleys to Coast Housing Limited. Including internal improvements to the properties to ensure compliance (where possible) with the Welsh Housing Quality Standard. Works comprise of improvements to kitchens, bathrooms, heating systems electrical rewires and finishes where necessary.
There will also be a requirement to carry out work on some external elements of the properties including renewal of fascia's, soffits, rainwater goods, roofing and may include works within the curtilage of the properties i.e. paths, outhouses, fencing etc.
Under this project the Economic Operator is required to participate actively in the economic and social regeneration of the locality.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope:
Valleys to Coast Housing Limited intend to enter into a four year contract for the programmed structural repairs and protection and Welsh Housing Quality Standard improvement works to its non traditionally constructed properties. With an option to extend for up to 3 years.

The Economic Operator and their supply chain will be required to actively participate in the achievement of social, environmental and/or sustainability policy objectives relating to local regeneration, social and economic growth, recruitment, employment and training and supply chain initiatives. Accordingly contract performance conditions and evaluation criteria may relate in particular to social and environmental considerations. Details will be set out in the contract documents.

Information and formalities necessary for evaluating if requirements are met: Applicants will be required to complete a Pre Qualification Questionnaire with details of their background and structure, current financial standing (including copies of previous three years audited accounts). Evidence of insurance cover, technical capacity and experience. Together with examples of similar activities undertaken within the last 3 years (references will be taken into account). Details of Health and Safety, Environmental, Equality, Diversity and Recruitment policies will be required.
Applicants will be required to prove competency as defined by the Construction (Design and Management) Regulations 2007.

Precise information on deadline(s) for lodging appeals: Valleys to Coast Housing will incorporate a minimum 10 calender day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from Valleys to Coast Housing before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such information should be requested from Valleys to Coast Housing as detailed in section I.1 of this Notice. If an appeal regarding the award of the contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court ( England, Wales, Northern Ireland ). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order Valleys to Coast Housing to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
