Construction of new leisure centre including 50m x 25m pool with submersible booms and moveable floors, diving pool, leisure pool, dry side leisure facilities and associated external works. The works include everything necessary for the erection of the new building ready for occupation including site works, drainage, and the installation of mechanical and electrical services. A detailed description is set out in the Memorandum of Information available from the address set out in Section 1.1. This project is subject to the availability of funding.

Economic operators may opt to form a consortium with another contractor in order to meet the minimum turnover referenced in Section III.2.2. If the contract is to be awarded to a consortium the Contract Authority may require the consortium to form a legal entity before entering into the contract.

VI.3) ADDITIONAL INFORMATION:
The envisaged programme is to commence the works in December 2009 and complete in December 2011. The design will include a BREEAM target and contractors will be required to conduct their operations accordingly. The form of contract will be NEC3. Expressions of interest will be deemed to be the completion and submission of the Pre-qualification Questionnaire available from the address noted in Section I.1 by the date and time noted in Section IV.3.4.
The Contracting Authority reserve the right not to award any contract as a result of this competition. The Contracting Authority will use the information provided in the completed Pre-Qualification Questionnaire to select contractors to be invited to participate in the competitive process for the contract. A response to this notice does not guarantee that an organisation will be invited to participate. The award process may be terminated or suspended at any time without cost or liability to the Contracting Authority. While it intends to do so, the Contracting Authority does not bind itself to enter into any contract arising out of the procedures envisaged by this notice. No contractual rights expressed or implied arise out of this notice or the procedures envisaged by it.
Contractors shall be liable for their own costs and expenses arising from preparation and submission of proposals in response to this competition. The CA reserves the right to disqualify any organisation which;
Provides information or confirmations which later prove to be untrue or incorrect;
Does not supply the information required by this notice or by the Memorandum of Information or as otherwise required during the award process;
This procurement is dependant on the availability of funding for the project which is still to be confirmed in full.
