SECTION II: OBJECT OF THE CONTRACT

The design, construction, finance and operation of upto nine fire stations across Greater London as part of the UK Government’s Private Finance Initiative (PFI) as described in the Descriptive Document referred to in Section vI.3 below.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope:
The Authority is looking to enter into a contract with a private sector partner to deliver its PFI Project, The Project is currently anticipated to comprise the design, construction, finance and operation of up to nine fire stations across Greater London. Following completion of the construction works, the private sector partner will be responsible for providing facilities management services that will be measured with payments being subject to a payment and performance mechanism.
The private sector partner will also be responsible for providing up to five temporary fire stations to ensure business continuity during the construction phase.
The Outline Business Case was approved 8th June 2009 and is supported by PFI credits of 57 412 934 GBP.

Further information is provided in the tender documents but the contract is being procured as part of the UK Government’s Private Finance Initiative.

The contracting authority reserve the right to require groupings of contractors to take a particular legal form or require a single entity to take primary liability or to require each party to accept joint and several liability. Further information is provided in the Descriptive Document.

The Contracting Authority reserves the right at any time to cease this tendering process and not to award a contract.
This contract will be for a minimum of 25 years from the successful completion of the last PFI Project fire station.
The Contracting Authority intends to use an eTendering system in this procurement exercise.

Precise information on deadline(s) for lodging appeals: In accordance with Regulation 32 (Information about Contract Award procedure and the Application of Standstill Period Prior to Contract Award) and Regulation 47 (Enforcement of Obligations) of the Public Contracts Regulations 2006, proceedings may not be brought unless the economic operator bringing the proceedings has informed the contracting authority of the breach or anticipated breach of the duty owed to it by the contracting authority and of its intention to bring proceedings and unless those proceedings are brought promptly and in any event within 3 months from the date when grounds for the bringing of proceedings first arise, unless the Court considers that there is good reason for extending the period within which proceedings can be brought.
