SECTION II: OBJECT OF THE CONTRACT

II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
New Municipal Offices - Construction.

Realisation, by whatever means of work, corresponding to the requirements specified by the contracting authorities.

II.1.5) Short description of the contract or purchase(s):
The Council is seeking a Contractor for the design and build of the Council’s new municipal office building in Rochdale town centre (the Project). The Project will be procured by way of a two stage design and build process. During the first stage, the Contractor will carry out pre-construction services working with the Council and the Council's Professional Design Team (who are being procured through separate tendering processes). Should the Council decide to proceed to stage 2 and procure the construction of the Project under this two stage design and build process, the Council may, but will not be obliged to proceed with construction. The appointment of the Contractor will be made either by two separate contracts or a single contract for both stage 1 and, should the Council decide to proceed to stage 2 and procure the construction of the Project under this two stage design and build process, stage 2. It is anticipated that the Architect and the Structural Engineer from the Professional Design Team will be novated to the successful Contractor following a decision of the Council to proceed to stage 2. Further details regarding the Project are included in the Instructions to Bidders which accompanies the Pre-Qualification Questionnaire, both of which are available from The Chest.

For illustrative purposes only the Council estimates that the total potential value of the contract (as described in section II.1.5) is in the region of approximately 45 000 000 GBP to 55 000 000 GBP.

Range: between 45 000 000 and 55 000 000 GBP.

Description of these options: As this is a two stage process, upon the successful Contractor's satisfactory completion of the first stage (pre-construction services) the Council may (but shall not be obliged to) exercise its option and instruct the selected Contractor to proceed with stage two for the construction/delivery of the Project.

Rochdale Metropolitan Borough Council reserves the right to require deposits and guarantees or other forms of security and if required will be identified in the Pre- Qualification Questionnaire, Specifications or Invitation to Tender.

Consortium bids may be made but the Council will expect to contract with a single lead contractor who takes primary liability for all consortium and supply chain members.

The Contractor is required to participate actively in the economic and social regeneration of the locality of and surrounding the place of delivery. Accordingly contract performance conditions may relate in particular to social and environmental considerations particularly conditions relating to recruitment and training, health and safety, equality and diversity, environmental and sustainability.

In relation to Section II.1.9 variants may be permitted if submitted in addition to a standard bid and provided the variant meets the requirements for variants set out in the tender documents.The estimated value set out in section II.2.1 is indicative only and the Council reserves the right to amend this figure up or down. In relation to Section II.3 the duration of the contract (or contracts) for the Pre-Construction Services and the construction works will be in the region of 28 months. It is anticipated that the commencement date for the Pre-Construction Services will be approximately May 2010 although this approximate date may be subject to change. Requests to participate must be made by completion and return of the Pre-Qualification Questionnaire by the date and time specified in Section IV.3.4 and in accordance with the instructions set out in the Instructions to Bidders that can be obtained via The Chest. Completed Pre-Qualification Questionnaires submitted after this deadline will not be considered. To request a Pre-Qualification Questionnaire applicants should log on to 'The Chest'. The Chest is an online tendering system supporting The Councils initiatives towards electronic tendering. You can register online via the Suppliers’ Area to register your interest in this project and down load all the documentation you require to submit your Pre-Qualification Questionnaire. All correspondence should be via The Chest, including requests for clarification and additional information. Guides and a Frequently Asked Questions section are available to make The Chest as user friendly as possible and the link to the registration page is as follows. There is no charge to be registered on the system. The Chest will not permit the submission of the PQQ after the deadline specified in Section IV.3.4. The Council shall not be responsible for any costs, charges or expenses incurred by candidates or tenderers and accepts no liability for any costs, charges or expenses irrespective of the outcome of the competition, or if the competition is cancelled or postponed. All dates, time periods and values specified in this notice are only provisional and the Council reserves the right to change these.
