The contracting authority is a registered social landlord responsible for the management of approximately 63 000 tenanted homes.The contracting authority proposes establishing a panel of Four contractors to deliver its programme of new build residential development for social rent. It is envisaged that the procurement route will be either via Traditional Construction, Design and Build or Novated Design and Build. Construction work.Construction work for multi-dwelling buildings and individual houses.

Total quantity or scope:
The overall development programme is expected to comprise the construction of approximately 1 200 new build rented units on aproximately 25 locations within the Glasgow City Boundaries. Framework agreements will be awarded for a period of three years with an option to extend for an additional year. The Contracting Authority reserves the right to demand any deposits, guarantees, bonds and insurance cover it deems appropriate. It is GHA's intention to release individual projects to the framework at between approximately 20 and 150 units when required.

Precise information on deadline(s) for lodging appeals: The contracting authority will incorporate a minimum 10-calender-day standstill period at the point information on the award of the contract(s) is (are) communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contracts are entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and such information has to be provided a minimum of 3 working days before the end of the standstill period. Such additional information should be requested from the contracting authority as detailed in point I.1 of this notice.
If an appeal regarding the award of a contract has not been successfully resolved, the Public Contracts (Scotland) regulations 2006 provide for aggrieved parties who have been harmed or who are at risk from harm by breach of the rules to take action in the Sherriff Court or Court of Session. Any such action must be brought promptly.
( generally within three months ). Where a contract has not been entered into the court may award the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages.(the purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.).
