SECTION II: OBJECT OF THE CONTRACT

Testing of consumer digital TV reception equipment for ease of use: Period 1.1.2010 - 31.12.2011.
Contracted activities.

BIS has an existing contract which provides reports on the comparative suitability of consumer equipment and services based on independent tests and assessments against agreed criteria. This contract ends on 31.12.2009. A new contract is required in order to continue providing consumers and others with accurate information on the choices they face in acquiring a full digital TV (DTV) capability for a further period of 2 years. There is also the possibility of extending the contract up to a further year to cover the completion of switchover in the UK. The superseding contract will take over the BIS-owned assets from the existing contract (See reports etc at http://www.ricability-digitaltv.org.uk). The main deliverable will be a series of reports on different types of equipment against given sets of criteria.

For each of these reports, the successful bidder will be required to:
a) Purchase consumer equipment available in the UK market as necessary, - test and assess it according to criteria agreed with BIS,
b) Provide comparative information in reports which are transparently independent, and
c) Disseminate the information widely, primarily via the web and press releases.
This superseding contract will start shortly after it is awarded. The scope of the programme will be kept under review to reflect developments in the market for consumer TV products, and availability of funding. Tenders for the contract should include information on:
a) How independence can be guaranteed and demonstrated,
b) How test results will be obtained and disseminated widely to the general public
c) Resources available, any sub-contractor dependencies and/or any other constraints of relevance to a timely delivery of reports etc.
Background.
The switch from analogue to digital television transmission in the UK means that all consumers are faced with a number of choices in equipping themselves for digital television reception. Clarifying these choices for each consumer's individual situation is difficult given the technical complexity and variety of individual needs involved. Many consumers need help in making the right choices of what to buy, including reliable information about suitable equipment, its performance compared against similar products and advice on particular features they may require.
This exercise will complement activities by a number of other organisations involved in switchover and the successful bidder will need to understand these and cross-reference as appropriate. The Reports will be owned by BIS and a condition of web publication will be to allow mirror sites to be set up (if BIS agrees) and for links to be made to and from associated websites.
