Poplar HARCA are a registered social landlord, owning and managing around 8 500 homes in Poplar, East London. These were transfered from the London Borough of Tower Hamlets between 1998 and 2007.
Poplar HARCA's properties span nine estates: Aberfeldy, Bow Bridge, Coventry Cross, Burdett, Devons, Lansbury, Lansbury West, Leopold, Lincoln and Teviot. Chrisp Street, Market is also owned by Poplar HARCA and which is also proposed for regeneration.
Poplar HARCA is seeking to appoint suitably experienced and qualified Contractors and Developers to assist in the delivery of Poplar HARCA's development and regeneration programme.
Poplar HARCA intend to procure the services pursant to a framework agreement and the Suite of JCT Forms of Contract, NEC or similar.

The contracts will be let under a framework agreement. The projected indicative programme D&B value is c 445 000 000 GBP.
2009/2010 - 23 000 000 GBP
2010/2011 - 90 000 000 GBP
2011/2012 - 166 000 000 GBP
2012/2013 - 166 000 000 GBP
Approximately 10 % of the programme will be Regeneration based projects and 90 % New Build projects.

Justification for the choice of accelerated procedure: The Accelerated Restricted Procedure has been deemed appropriate due to the need and fundamental aim of boosting the economy through rapid execution of the contract.

VI.4.2) Lodging of appeals:
Precise information on deadline(s) for lodging appeals: The Contracting Authority will corporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract will be entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be required from the person named in part I.1.
If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
