The Scope of Work comprises the design and supply of all necessary labour, plant and materials, to undertake various periodic and renewal civils maintenance works and civils project works (temporary and permanent works) for the Contracting Entity's asset groups comprising Bridges and Structures, Deep Tube Tunnels, Earth Structures, Pumps and Drainage.

QUANTITY OR SCOPE OF THE CONTRACT
II.2.1)
Total quantity or scope:
The scope comprises periodic and renewal, including temporary and permanent works design, of civils maintenance works and civil project works to the Contracting Entity's asset groups comprising Bridges and Structures, Deep Tube Tunnels, Earth Structures, Pumps and Drainage. In addition to the periodic and renewal maintenance works the scope also includes a requirement for Support Services, Emergency Response Team and a Handyman Unit.The Support Services will include for the provision of track and general access equipment etc for the Contracting Entity's Inspection and Access teams. The Emergency Response Team is to assist the Contracting Entity in responding to an incident such as a bridge strike, embankment collapse, flooding or an overrun of Civils work. The handyman will consist of one or more handyman gangs equipped with a van and suitable tools and small plant to undertake low risk non safety critical and uncomplicated repetitive civils maintenance works, non CDM related or non urgent work. Civils project work will comprise of a number of individual civil engineering projects involving Piling, Ground Anchors, Gabion Walls, Retaining Walls and such like. It is envisaged that there will be individual Framework Agreements for the following lots: Lot 1 Bridges and Structures, Deep Tube Tunnels, including Support Services, Emergency Response and Handyman. Lot 2 Earth Structures. Lot 3 Pumps and Drainage.

An Ultimate Holding Company Guarantee, a Direct Agreement with London Underground Limited and a Retention Bond may be required. A Form of Novation/Transfer Agreement may also be included in any Framework Agreement. Details will be given in the Invitation to Tender documents.

The Pre-Qualification Document is due to be available on 10.8.2009. Firms may apply to pre-qualify to tender for one or more lots. Evaluation will be on a lot-by-lot basis. For each lot it is intended to (a) invite 4 to 6 contractors to tender; and (b) award Framework Agreements to between 2 and 3 contractors. Call-offs under the Framework Agreements will be subject to a mini competition.
