Crossrail Limited (CRL) is a wholly owned subsidiary of Transport for London and will act as the delivery agent for the implementation of the Crossrail project as authorised by the Crossrail Act (2008). Under the Act, CRL have been delegated the powers to obtain the necessary consents and to build a new passenger railway connecting London City, Canary Wharf, the West End and Heathrow Airport to areas east and west of London. The majority of the central section of the new railway will run via new twin bored tunnels under central London. This notice is for the construction of the new bored tunnels further information for which is provided elsewhere in this notice.

QUANTITY OR SCOPE OF THE CONTRACT

Total quantity or scope:
The Crossrail Running Tunnels comprise the construction of twin 6,2 m internal diameter bored tunnels approximately 21 km in length. The scope shall include:
— review designs during a pre-construction period to improve buildability and to mitigate risks,
— the construction of cross passages at approximately 500 m intervals,
— the construction of intermediate shafts,
— the supply, assembly and operation of tunnelling machines (to be procured from a list of pre-approved manufacturers),
— the supply of tunnel linings to include the design and construction of facilities for the manufacture of the linings,
— the supply of all other materials for the works,
— the transportation to and stockpiling of all material excavated from the tunnels in locations local to the main drive sites. The disposal of excavated material from these locations shall be the responsibility of others,
— the implementation of settlement mitigation measures,
— other miscellaneous work which may include the installation of first stage concrete in connection with track slabs and associated drainage; the installation of temporary and selected permanent tunnel mechanical and electrical services and all associated temporary works including design, and
— fulfilling all of the duties of the Principal Contractor under the Construction (Design and Management) Regulations 2007.

SHORT DESCRIPTION:
Lot 300 comprises the construction of twin 6,2 m diameter bored tunnels from Royal Oak Portal (west of Paddington Station) through to the new Crossrail Farringdon Station, length of drive approximately 6,2 km (Drive X).

— the construction of a crossover tunnel at Fisher Street constructed using Sprayed Concrete Lining techniques,
— the supply, assembly and operation of 2nr earth pressure balance tunnelling machines (to be procured from a list of pre-approved manufacturers),
— the supply of tunnel linings to include the design and construction of facilities for the manufacture of the linings,
— The supply of all other materials for the works,
— the transportation to and stockpiling of all material excavated from the tunnels to sidings adjacent to the main railway alongside the Royal Oak worksite. The disposal of excavated material from this location shall be the responsibility of others,
— the implementation of settlement mitigation measures,
— other miscellaneous work which may include the installation of first stage concrete in connection with track slabs and associated drainage; the installation of temporary and selected permanent tunnel mechanical and electrical services and all associated temporary works including design, and
— fulfilling all of the duties of the Principal Contractor under the Construction (Design and Management) Regulations 2007.
Construction of the Royal Oak Portal structure shall be by others.

SHORT DESCRIPTION:
Lot 305 comprises the construction of twin 6.2m diameter bored tunnels from:
— review designs during a pre-construction period to improve buildability and to mitigate risks,
— a launch chamber at Limmo Peninsular through to the new Crossrail Farringdon Station, length of drive approximately 8,3 km (Drive Y),
— a launch chamber at Stepney Green through to Pudding Mill Lane Portal, length of drive approximately 2,7 km (Drive Z), and
— a launch chamber at Limmo Peninsular through to Victoria Dock Portal, length of drive approximately 0,9 km (Drive G).

— the transportation to and stockpiling of all material excavated from the tunnels to a river-side location local to Limmo Peninsular Shaft. The disposal of excavated material from this location shall be the responsibility of others,

— other miscellaneous work which may include the installation of first stage concrete in connection with track slabs and associated drainage; the installation of temporary and selected permanent tunnel mechanical and electrical services and all associated temporary works including design, and

b) Accept the terms and conditions and click ‘continue’.
c) Enter your business and user details.
d) Note the username you use and click ‘Save’ when complete.
e) The applicant will then receive an e-mail with their unique password.
Access to the prequalification questionnaire and information pack (PQQ):
a) Login to the Crossrail eSourcing Portal with your unique Username and password.
b) Click on the ‘PQQs Open to All Suppliers’ link.
c) Click on the pre-qualification pack entitled ‘Crossrail Running tunnels’.
d) Click the ‘Express Interest’ button in the ‘Actions’ box on the left hand side of the page (this will move the pre-qualification pack into the applicants ‘My PQQ’ box). This is a secure area for projects only.
e) Click on the PQQ code. The applicant can now access any attachments by clicking the ‘Settings and Buyer Attachments’ in the Actions box.
f) Download the documents relating to the prequalification questionnaire. Click ‘Attachments’ on the left hand side. The number in brackets refers to number of documents that need to be downloaded. Click on the bold and underlined filename. Select ‘Save’ and store on your PC.
Responding to the prequalification questionnaire:
a) The applicants must now choose ‘Reply’ or ‘reject’ (please give a reason if rejecting).
b) The applicant can now use the messages functions to communicate with Crossrail and seek clarification.
c) Please note the deadline for completion. NB. Please note that this is a precise time and the eSourcing portal will reject your pre-qualification questionnaire if it is submitted after this time.

Interested service providers must inform CRL that they are interested in the contract by complying with the requirements of the pre-qualification questionnaire available to parties registering to the Crossrail eSourcing portal, as above. CRL will use the information provided to select candidates to be invited to tender for the contract. A response to this notice does not guarantee that a candidate will be invited to tender. The award process may be terminated or suspended at any time without cost or liability to CRL. CRL does not bind itself to enter into any contract arising out of the procedures envisaged by this notice. No contractual rights express or implied arise out of this notice or the procedures envisaged by it. Any contract let by CRL may contain provision that the contract may be extended at CRL’s discretion. CRL reserves the right to vary its requirements and the procedure relating to the conduct of the award process. Notwithstanding that an economic operator is selected to tender for both Lot 300 and Lot 305, irrespective of the outcome of the tender process CRL will not award more than one of these Lots to one economic operator.
CRL will in due course publish Contract Notices for the Thames Tunnel and the following Station Platform Tunnels: Bond Street, Tottenham Court Road, Liverpool Street and Whitechapel. These Contract Notices will set out any CRL rules relating to the anticipated volume of work which may be awarded to any contracting group.
