SECTION II: OBJECT OF THE CONTRACT

New build development comprising 120 houses, 46 apartments and an office/retail element complete with engineering services, external and site developments works at 149 Glen Road, Belfast. The contract will be for 30 months from the date of award with the value of the project being approx 16 050 000 GBP.

Construction of 166 New Build Dellings and 10 000 sqft of office/retail space.

Starting: 22.2.2010. Completion: 22.8.2013.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required:
III.1.2) Main financing conditions and payment arrangements and/or reference to the relevant provisions regulating them:
Finance will be a mix of public and private funding.
Payment will be made under the terms of an approved JCT Standard form of Contact.
The successsful Contractor will be required to enter into a prompt payment agreement with all sub contractors and suppliers.
III.1.3) Legal form to be taken by the group of economic operators to whom the contract is to be awarded:
Any consortium applying for inclusion will be required to form an approved legal entity before any contract will be entered into.
III.1.4) Other particular conditions to which the performance of the contract is subject:
Yes.
Contractors must provide the following within their application:
1. Evidence of registration with Constructionline including Constructionline Registration number.
2. Details of Unique Taxpayer Reference under the HMRC new Construction Industry Scheme.
3. Health and Safety Management system – name of accreditation body and reference/certificate number, or written confirmation from an accreditation body that accreditation has been gained (Buildsafe – NI Initiative).
4. Details of similar projects undertaken during the past 5 years to include Client, Contract Name, Telephone number and brief description of project and cost.
5. Details of Management Structure.
6. Pre qualification questionnaire to be returned with other supporting document refereed to above.

A Pre Qualification Questionnaire will be applied to assess the suitability of each contractor. A copy of the questionnaire will be issued on a receipt of a request by letter or email ( Kelly.kitchen@clanmil.org.uk) to the Association quoting reference to this advertisement and project.

Failure to supply any of the required information may result in the application not being considered.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers:
Information and formalities necessary for evaluating if requirements are met: (1) All candidates must comply with the requirements of the State in which they are established, regarding registration on the professional or trade register.
(2) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.
(3) All candidates will have to demonstrate that they are licensed, or a member of the relevant organisation, in the State where they are established, when the law of that State prohibits the provision of the services, described in this notice, by a person who is not so licensed or who is not a member of the relevant organisation.
III.2.2) Economic and financial capacity:
Information and formalities necessary for evaluating if requirements are met: (1) All candidates will be required to provide evidence of relevant professional risk indemnity insurance.
All candidates will be required to provide a statement, covering the 2 previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of this notice.

(1) Details of the educational and professional qualifications of their managerial staff; and those of the person(s) who would be responsible for providing the services or carrying out the work or works under the contract.
(2) A list of works carried out over the past 5 years, detailing the value of the consideration received; when and where the work or works were carried out; and whether they were carried out according to the rules of the trade or profession and properly completed.
