Short description of the contract or purchase(s):
The main aim of this contract is to contribute to building up a system capable of monitoring R&D exploitation flows in Europe and between Europe and the rest of the world, within the private sector as well as between the public and private sectors.
The system should be able to measure knowledge- and technology-sharing inside countries, across Europe and beyond, assessed by patent and licensing indicators. To this end, the contractor will collect and update patent and licensing data and construct a series of indicators for knowledge flows (knowledge diffusion) from research to the technology and business sectors, based on patent and licensing data and indicators, using internationally-accepted methodologies. Using the collected data, the contractor will develop analytical reports, aiming to address a series of issues related to technological specialisation of countries and regions but also to institutional performance and networking.

CONDITIONS RELATING TO THE CONTRACT
III.1.1)

Main financing conditions and payment arrangements and/or reference to the relevant provisions regulating them:
Payments will be made according to the following contractual provisions:
a) Pre-financing:
Following signature of the contract by the last contracting party, within 30 days of the receipt by the Commission of a request for pre-financing with a relevant invoice a pre-financing payment equal to 10 % of the total amount referred to in Article I.3 of the contract shall be made.
b) First interim payment:
Requests for the first interim payment by the contractor shall be admissible if accompanied by:
— deliverables D 1.1–D 1.6, D 2.1, D 3.1–D 3.3, D 4.1–D 4.2, D 4.8 and D 5.1 and the first interim activity report, as indicated in Section 3.1.2 of the tender specifications,
— the relevant invoices,
— statements of reimbursable expenses in accordance with Article II.7 of the contract,
provided the deliverables and report have been approved by the Commission.
The Commission shall have 30 days from receipt to approve or reject a deliverable/the report, and the contractor shall have 15 days in which to submit additional information or a new deliverable/report.
Within 30 days of the date on which the last deliverable listed and the report above is approved by the Commission, an interim payment equal to 25 % of the total amount referred to in Article I.3 of the contract shall be made.
c) Second interim payment:
Requests for the second interim payment by the contractor shall be admissible if accompanied by:
— the relevant invoices,
— deliverables D 1.7–D 1.9, D 2.2–D2.3, D 3.4, D 4.3, D 4.5, D 4.6, D 4.9, D 4.10 and the second interim activity report, as indicated in Section 3.1.2 of the tender specifications,
— statements of reimbursable expenses in accordance with Article II.7 of the contract,
provided the deliverables and report have been approved by the Commission.
The Commission shall have 30 days from receipt to approve or reject a deliverable/the report, and the contractor shall have 15 days in which to submit additional information or a new deliverable/report.
Within 30 days of the date on which the last deliverable listed and the report above is approved by the Commission, an interim payment equal to 25 % of the total amount referred to in Article I.3 of the contract shall be made.
d) Third interim payment:
Requests for the third interim payment by the contractor shall be admissible if accompanied by:
— the relevant invoices,
— deliverables D 1.10–D 1.11, D 3.5, D 4.7, D 4.11–D 4.13 and the third interim activity report, as indicated in Section 3.1.2 of the tender specifications,
— statements of reimbursable expenses in accordance with Article II.7 of the contract,
provided the deliverables and report have been approved by the Commission.
The Commission shall have 30 days from receipt to approve or reject a deliverable/the report, and the contractor shall have 15 days in which to submit additional information or a new deliverable/report.
Within 30 days of the date on which the last deliverable listed and the report above is approved by the Commission, an interim payment equal to 20 % of the total amount referred to in Article I.3 of the contract shall be made.
e) Fourth interim payment:
Requests for the fourth interim payment by the contractor shall be admissible if accompanied by:
— the relevant invoices,
— deliverables D 1.12–D 1.13, D 3.6, D 4.4, and D 6.2 and the fourth interim activity report, as indicated in Section 3.1.2 of the tender specifications,
— statements of reimbursable expenses in accordance with Article II.7 of the contract,
provided the deliverables and report have been approved by the Commission.
The Commission shall have 30 days from receipt to approve or reject a deliverable/the report, and the contractor shall have 15 days in which to submit additional information or a new deliverable/report.
Within 30 days of the date on which the last deliverable listed and the report above is approved by the Commission, an interim payment equal to 10 % of the total amount referred to in Article I.3 of the contract shall be made.
f) Payment of the balance:
The request for payment of the balance of the contractor shall be admissible if accompanied by:
— deliverables D 1.14, D 3.7 and D 6.1 and the final activity report, as indicated in Section 3.1.2,
— the relevant invoices,
— statements of reimbursable expenses in accordance with Article II.7 of the contract,
provided the deliverables and report have been approved by the Commission.
The Commission shall have 30 days from receipt to approve or reject a deliverable/the report, and the contractor shall have 15 days in which to submit additional information or a new deliverable/report.
Within 30 days of the date on which the last deliverable listed and the report above is approved by the Commission, payment of the balance equal to 10 % of the total amount referred to in Article I.3 of the contract shall be made.

Information and formalities necessary for evaluating if requirements are met: — full name of the organisation, legal status, VAT status, address, telephone and fax numbers, the name of the contact person as well as the name of the person responsible for the tender; commercial undertakings must provide a transcript or a certificate, issued by the competent body — namely the commercial registrar — in their country of provenance or the country of their main office, of their incorporation as commercial undertakings, as well as a copy of their act of incorporation. the names, educational qualifications and professional experience (curriculum vitae) of the staff responsible to supply the services;
proof of at least 5 years of relevant professional experience in one or more of the following fields: economics, statistics, management of IPR, firm consultancy, management of an enterprise for the project coordinator, and proof of at least 2 years of relevant professional experience for the quality manager of the study; proof of at least 5 years experience in the various fields of the study (either data analysis or IPR, or survey techniques, or writing analytical reports) for the senior staff participating in the different tasks of the study.
The minimum requested education for at least 2 persons within the project coordination and the senior staff is a master's degree (or equivalent). For junior staff the minimum request is 3 years of tertiary education in economics, statistics, political sciences, or business administration.
