SECTION II: OBJECT OF THE CONTRACT

II.1) DESCRIPTION

Catalyst Housing Group - Repairs & Maintenance Contract.

A public contract.

II.1.5) Short description of the contract or purchase(s):
The provision of comprehensive repairs and maintenance services including day to day responsive repairs, void refurbishment, estate based works and emergency out of hours maintenance.
The contract may also include for the provision of 'call-centre' services in managing repairs.
The contract will be a long term partnering contract under a Term Partnering Contact likely to be TPC2005 (amended 2008) for a maximum period of 10 years, subject to periodic performance reviews (annually) and a formal interim review after 5 years.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope:
The contract will be awarded to a single operator to undertake comprehensive day to day repairs and maintenance. The anticipated budget will be between 2 500 000 GBP and 3 000 000 GBP per annum, for a 10 year period.
Estimated value excluding VAT:
Range: between 25 000 000,00 and 30 000 000,00 GBP.

Yes.
Description of these options: The initial contract award will be for a period of 5 years with an interim review taking place during year 5 to extend the contract up to a maximum of 10 years. Extension of the contract will be subject to performance and the strategic objectives of the Catalyst Housing Group which may include merger and/or acquisition during the term of the contract.
Provisional timetable for recourse to these options: in months: 60 (from the award of the contract).

No special legal form is required but the Authority reserves the right to require a lead contractor partner to undertake the primary contracting responsibility for a contract or to require that one or more parties are jointly or severally liable.

The selected Bidder will be required to perform the services to the required standards set out in the Invitation to Tender (ITT).

VI.3) ADDITIONAL INFORMATION:
CHG is committed to delivering innovative, value for money services to its customers. 'Soft' market testing has already taken place to engage potential suppliers in discussions regarding innovation and CHG is keen to build on this in developing the tender documentation. Furthermore, CHG is a developing organisation and will continue it's growth strategy through organic growth (development and stock transfer), acquisition and merger. This may increase the scope of the repairs service within the Group for which this contract may apply. However, there is no guarantee of using this contract to service new assets within the Group.
The Purchasing Authority is acting on behalf of the following organisations:
The Contracting Authority is Catalyst Housing Group (CHG) which comprises three divisions: Catalyst Communities Housing Association (CCHA); Kensington Housing Trust (KHT) and Fortunegate Community Housing Association (FCHA). CCHA is part of CHG and in turn is divided into regions, namely, London, Reading and Oxford. This Contract only applies to those properties within the London area on behalf of CCHA. However, the successful contractor may, from time to time, be asked to support the other regions and operating divisions on an 'ad hoc' basis. Therefore, the successful contractor will automatically be added to the approved list of contractors within the Group for the other divisions and regions and may be invited to tender for work outside of the subject matter of this contract.

VI.4.2) Lodging of appeals:
Precise information on deadline(s) for lodging appeals: The Authority will incorporate a 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be required from the person and address specified in paragraph 1.1 If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
