The Borough of Newcastle-under-Lyme Council has committed to improve the Health and Wellbeing of its residents and as such is intending to be build a new Health and Wellbeing centre within the Newcastle-under-Lyme town centre.
To facilitate this the Council has made provision for the construction of a mixed use Health and Wellbeing Centre and is seeking to procure the services of a suitably qualified construction company that has demonstrable evidence of undertaking similar projects.
The centre will include a main pool, learner pool with potential moving floor provision, fitness gym, dance studios, multipurpose areas, wet and dry change facilities. Town centre construction works on a confined site.

This questionnaire is the first stage in a possible three-stage process.
The questionnaire will be analysed and assessed on receipt and the Council will produce a long-list of applicants. Some sections of the PQQ involve a numerical scoring system whilst others require a Pass or Fail decision. If any bidder receives a Fail mark in any of the sections, they will be eliminated from the next stage of the process. All applicants will be advised of their status and those long-listed will be advised of the requirements and timescales of further tender stages.
Long-listed applicants will then enter the next stage of the selection process, which will require the completion of a more project specific presentation document and interview. After this stage, a final short-list of applicants will be then requested to provide a tender price submission. Further details and clarification on procedures are available in the PQQ.

VI.4.2)
Lodging of appeals:
Precise information on deadline(s) for lodging appeals: This authority will incorporate a minimum of ten (10) calendar day standstill period at the point when information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have two (2) working days from the notification of the award decision to request additional debriefing. Such information has to be provided a minimum of three (3) working days before the expiry of the standstill period. Such additional information should be requested from (please refer to the named person found in section 1.1).
If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages.
