SECTION II: OBJECT OF THE CONTRACT

Selby District Council is leading the procurement to undertake a project to provide a new Civic Centre and a Community Hospital on the site of the existing Selby War Memorial Hospital. It is intended that the Community Hospital will be owned and occupied by North Yorkshire and York Primary Care Trust or services commissioned by the PCT. Further details are set out in the pre-qualification questionnaire, which is available on request. It is currently envisaged that the on site element of the project will be undertaken in 2 distinct phases. 1) Construction of new Community Hospital and Civic Centre on greenfield area of the site, 2) Demolition of existing Hospital Facility and formation of car parking / landscaped area. It is important to note that the existing hospital facilities are to remain operational throughout the project. It is proposed that a 2 stage Design and Build / Develop and Construct approach will be adopted, but that the client design team will NOT be novated to the successful contractor. Selby District Council reserves the right to review and amend the phasing and procurement strategy.

Selby District Council is procuring the works, both for itself and on behalf of North Yorkshire and York NHS. Organisations who wish to express an interest in the project should apply for a pre-qualification questionnaire (PQQ) by using the details below. The documents will contain details of the project together with the information that the interested organisations are required to provide and will also detail the basis for selecting organisations to tender for the project. Organisations will have until the date shown in IV.3.3 to request a PQQ. Details of timescales to respond will be highlighted in the PQQ. It should be noted that Selby District Council reserve the right to: - Source any item or service within this notice from another source - Not award any contract arising from this notice - Not consider any responses not submitted in the required format The contract will be awarded on the basis of the most economically advantageous offer judged on value for money, quality of product and services, previous experience and capability offered. VI.4.2) Lodging of appeals:
Precise information on deadline(s) for lodging appeals: The Authority will incorporate a minimum of 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting Authority before the contract is entered into. Applicants have two working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such information should be requested from the address in section 1.1. If an appeal regarding the award of the Contract has not been successfully resolved the (for Public Sector) Public Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take action in the High Court (England, Wales and Northern Ireland) any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages.
