SECTION II: OBJECT OF THE CONTRACT

Phase 3a comprises the construction of a new build four storey central "Hub" building (area 5 725 m 2) and the refurbishment and re-cladding of George Wood Tower (area 2,485 m 2). The "Hub" will contain all the principal social and central activities including Catering, Performing Spaces, Cyber Cafe, Social Space, Training Kitchens and Learning Resource Centre. The George Wood Tower connects to the new build and will contain the Central Administration and Student Support functions. The Tower will be extended in height by an additional storey of external cladding making it 6 storeys high to conceal rooftop plant. The procurement route is to be agreed by the College. The project will be administered under either a single stage Design & Build or a Traditional Contract.

A financial credit/liquidity check covering 3 years will be carried out on the short listed contractors. Collateral Warranties, Guarantees and Performance Bonds may be required.

Details of current Employers Liability Insurance. Details of Company Health and Safety policy. Details of Company Equal Opportunities policy. Details of Company Quality Assurance policy and Quality Accreditation. Details of Company Environmental Policy. Statement of annual turnover on construction services for the last three financial years and predicted turnover for 2009, 2010 and 2011. Audited accounts for the Company and Parent company (if applicable) for the last 3 financial years. Details of at lease 3 projects of a similar nature - Education Buildings and occupied sites and value completed during the last 5 years. Details of current committments and known committments over the next 24 months. Details of proposed organizational structure for the project, identifying key roles with appropriate CV's. Ability to work to deadlines in an occupied environment. Details of three referees connected with relevant education projects who can be contacted. 4 copies of each Expression of Interest are required, each limited to a maximum of 30 sheets of single sided A4. Refer to VI.3 - Additional information for more information. Companies/individuals are expected to be accredited to a professional body either CIOB or RICS.

A briefing information pack will be issued electronically by GTMS to expressions of interest. Requests to participate should be submitted by no later than 30.3.2009 (12:00) in the form of a brief statement addressing the Criteria as listed previously. The document should comprise upto 30 sides of A4 sized paper accompanied by a practice profile or brochure. 4 copies of this information should be submitted to GTMS, Manchester office. Wherever possible an electronic copy on CD should also be submitted. Further information will be provided in the invitation to tender which will be sent to shortlisted candidates. Tenders and all supporting information will be required to be priced in sterling and all payments will be made in sterling. As part of the short listing and tendering, Stockport College may take up references, require applicants to attend an interview and see examples of similar projects undertaken. The contract will be considered in English Law and subject to the exclusive jurisdicion of the English Courts.
