LUL wishes to explore with external parties the possibility of entering into a concession agreement to extend mobile phone coverage and the provision of data services in underground station areas on the London Underground network that currently do not have mobile services, in return for revenues payable to LUL.
Background Information:
Current UK cellular telephony is provided by a number of operators using GSM, GPRS and similar derived technologies including 3G. UK coverage for mobile users across most operator networks is nearing 100% .This coverage includes many difficult environmental areas, for example road tunnels.
Perhaps noticeable by its absence, is mobile coverage within the underground sections of the London Underground network including certain stations, station concourses, passenger walkways, platforms, trains and train running tunnels.
Research has shown that there is considerable demand and interest from the travelling public and Mobile Operators for the provision of mobile coverage within most of these areas, with a particular emphasis towards coverage within station concourses, platforms and other 'off train' areas.
Overview of Services:
a) Mobile coverage:
LUL is primarily interested in the possibility of extending mobile coverage to Underground stations, station concourses, passenger walkways, platforms and other "off-train" areas that do not currently have coverage (approx 120 stations), however LUL may, in the future, also consider extending coverage to other areas, such as trains and train tunnels.
It is envisaged that such a service would be provided through a concession agreement whereby the concessionaire would design, install, fund, operate, maintain and upgrade appropriate infrastructure and provide a revenue income to LUL. In return the concessionaire would be granted a right to exploit the provision of mobile telephony and potentially other data services (using spare capacity in the installed infrastructure) to third parties in the areas of coverage on the Underground network.
Other technical and commercial models would also be considered.
b) Data Services:
LUL is also interested in exploring the possible provision of high speed data services to LUL and/or LUL passengers using the same basic operational infrastructure. LUL is seeking to explore the potential provision of the widest possible range of additional services with particular interest in mobile and wireless network connectivity solutions such as WiFi and WiMAX, DAB (Digital Audio Broadcast), DVB (Digital Video Broadcast).

LUL intends to undertake a consultation exercise with companies who register interest in response to this notice. Companies should register interest by writing/emailing/faxing within 37 days of this notice.
On confirmation of acceptance of confidentiality obligations, LUL will send interested parties a project consultation pack which, amongst other things, will contain further information about the Underground network, about this opportunity, and about the proposed procurement process and will seek input from interested parties to feed into the tender process. Interested parties will be asked to provide a written response to specific sections of the consultation pack.
LUL is a subsidiary of Transport for London (TfL). TfL is a complex organisation operating both as an executive agency of the Greater London Authority (GLA) under the direction of the Mayor of London and as a provider of transport services.
Registration of interest in this project does not guarantee inclusion on any future tender list. LUL reserves the right to abandon the tender process at any time and not to issue a call for competition or award any contract in relation to this project. Neither LUL nor any member of the TfL Group shall be liable for any costs or expenses incurred by any company in responding to this notice or for any costs or expenses incurred by any company participating in the consultation or future tendering process. The contract or contracts (if any) in relation to this project may be awarded by and may be for the benefit of LUL and/or TfL and/or any of TfL's subsidiaries.
