Short description of the contract or purchase(s):
Nottingham City Homes Limited (NCH) is the Arms Length Management Organisation of Nottingham City Council and has responsibility for the management and maintenance of Nottingham City Council's 29,200 units of housing stock. NCH has the aim of bringing the aforementioned housing stock up to the Decent Homes Standard by 2013. NCH is a member of the Central England Procurement Partnership (CEPP) and together NCH and CEPP seek to appoint suitably qualified and experienced Constructors to undertake the Internal Replacement and External Investment Programme, and other similar planned maintenance works to housing managed by other CEPP Members across the Midlands Area.
NCH and CEPP are seeking to establish framework agreements with a maximum of six (6) Constructors, depending on the quality and number of suitable bids received. The framework agreements will govern the letting of the contracts for the works. Call-offs will be made throughout the life of the framework agreement, including during the final year and may last beyond the life of the framework agreement. It is envisaged that each call off for the works will be let under the ACA Standard Form of Contract for Project Partnering (PPC2000 as amended 2008).
NCH and CEPP therefore seeking expressions of interest from suitably and properly qualified Constructors experienced in providing works similar to the works being procured under this framework agreement. Depending on the business requirements of NCH, it is envisaged that these works may be carried out in conjunction with the internal workforce of NCH & CEPP members as appropriate, should this become necessary.
NCH currently anticipates that, subject to the performance of the successful constructor(s), it will seek to establish a joint venture arrangement or similar with its preferred contractor during the life of the Programme. Further details will be set out in the Contract Documents.

Under the framework agreement, the Constructor and any supply chain will be required to actively participate in the achievement of social and/or environmental policy objectives relating to recruitment and training and supply chain initiatives. It is intended that the framework agreement be capable of being used by current and future members of the Central England Procurement Partnership (CEPP). CEPP members include Nottingham City Homes, Derby Homes, Ashfield Homes, LHA-ASRA, Newark & Sherwood, A1 Housing Bassetlaw Limited & South Kesteven, as well as by local housing companies and local assets backed vehicles based in the East Midlands.
The Contracting Authorities reserve the right to cancel the procurement and not to proceed with the Project Partnering Contract(s) and/or the framework agreement(s) at any stage of the procurement process. The Contracting Authorities also reserve the right not to award Project Partnering Contract(s) and/or framework agreement(s) or to award Project Partnering Contract(s) and/or framework agreement(s) for part or parts of the works only.
Further, appointment to the Project Partnering Contract(s) and/or framework agreement(s) is not a guarantee of any fixed amount of work.
