The awarding authority is inviting expressions of interest from suitably qualified and.
Experienced Main Contractors who wish to be considered for the selection to tender.
For the construction of a new building at the rear of the existing Portico Building (The Art Centre), which is also to be altered and refurbished as part of this project. The estimated total gross floor area of the proposed building (including basement) is in the region of 2275 sq. metres.
The project involves the creation and construction of a purpose designed low energy and sustainably managed European Bioenergy Research Institute (EBRI) building to support the University Centre of Excellence in bio-energy, providing new laboratory research facilities and a new facility designed to extract energy from low-grade bio-wastes (such as those from agricultural or forestry activity). The centre will build on the long-standing and internationally recognised university research strengths in this area.

Information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have two working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address.

If an appeal regarding the award of a contract has not been successfully resolved the (for Public Sector) Public Contracts Regulations 2006 (SI2006 No 5) provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the settling aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages.
