The awarding authority is inviting expressions of interest from suitably qualified and.
Experienced Main Contractors who wish to be considered for the selection to tender.
For the construction of a new building at the rear of the existing Portico Building (The Art Centre), which is also to be altered and refurbished as part of this project. The estimated total gross floor area of the proposed building (including basement) is in the region of 2275 sq. metres.
The project involves the creation and construction of a purpose designed low energy and sustainably managed European Bioenergy Research Institute (EBRI) building to support the University Centre of Excellence in bio-energy, providing new laboratory research facilities and a new facility designed to extract energy from low-grade bio-wastes (such as those from agricultural or forestry activity). The centre will build on the long-standing and internationally recognised university research strengths in this area.
Interested Contractors must request and complete a Pre Qualification Questionnaire.

Information and formalities necessary for evaluating if requirements are met: Interested Contractors must request and complete a Pre Qualification Questionnaire which can be obtained from the INTEND web site. The questionnaire and any supporting documentation must be returned by 1.5.2009 17:00 hrs BST.
Any supplier may be disqualified who:
a) is bankrupt or is being wound up, whose affairs are being administered by the court, who has entered into an arrangement with creditors or who is in any analogous situation arising from a similar procedure under national law and regulations;
b) is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding-up or administration by the court for an arrangement with creditors or is the subject of any other similar proceedings under national laws or regulations;
c) has been convicted of an offence concerning his professional conduct by a judgement which has the force of res judicata;
d) has been guilty of grave professional misconduct proven by any means which the contracting authorities can justify;
e) has not fulfilled obligations relating to the payment of social security

Cheques are to be sent to the address and for the attention of the University officer given in Section I of this document.
It is strongly recommended that postage of the cheque be recorded as failure to submit the fee by the due date may result in disqualification if proof of postage is not available.

Information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have two working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address.
In section 1.1.
If an appeal regarding the award of a contract has not been successfully resolved the (for Public Sector) Public Contracts Regulations 2006 (SI2006 No 5) provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the settling aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages.
