Short description of the contract or purchase(s):
These works will include the upgrading of localised highways works to include diversion of existing services where necessary. The highways works are to facilitate the redevelopment of the existing Bus Station into a state of the art Station with links to the existing Train Station which is to be redeveloped at a later stage. There will also be provision for Centro facilities and Retail/Leisure space within a 2 storey block located adjacent to the Bus Station. The Contracting Authority may decide to implement an instruction to proceed with the incorporation of a 5 storey commercial block above this retail/leisure and Centro facility, this is to be confirmed. The Contracting Authority welcomes expressions of interest on the full implementation of Block 11. Refurbishment of the listed landmark Queens Building will be required. Extensive landscaping and external works will also be undertaken.

The Contractor will be responsible for the design and construction of building works including:
— Associated substructure and drainage,
— Associated works to new and existing services,
— Bus Station and concourse area to include planar glazing front entrance from the Queens Building, Glazing between concourse and bus bays with PTFE feature fabric roof,
— Construction of 2 storey shell and core retail/leisure building (must be designed to allow for the retrospective build out of 5 storey commercial block over). the scope may be expanded to include the 5 storey commercial block over this 2 storey element,
— Construction of shell and core facility within the above block, to be fitted out to CAT A for Centro Accommodation,
— Construction of single storey building, fitted out to CAT A for Centro Accommodation,
— Queens Building - Refurbishment of existing listed landmark building. Internal works to be done to shell and core only. Area of building is circa 240m2. There will be some external local repairs required.

Information and formalities necessary for evaluating if requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.

Economic and financial capacity:
Information and formalities necessary for evaluating if requirements are met: (1) All candidates will be required to provide a reference from their bank.
(2) All candidates will be required to provide evidence of relevant professional risk indemnity insurance.
(3) All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of this notice.
(4) All candidates will be required to provide statements of accounts or extracts from those accounts relating to their business.
(5) All candidates will be required to provide proof of their order book which takes into account current and future (up to a max of 12 months) turnover. Candidates must identify turnover into 3 categories - Win, Close & Opportunities. Client names for turnover in each of these categories to be provided.

Technical capacity:
Information and formalities necessary for evaluating if requirements are met: (1) A statement of the candidate's average annual number of staff and managerial staff over the previous 3 years.
(2) Details of the educational and professional qualifications of their managerial staff; and those of the person(s) who would be responsible for providing the services or carrying out the work or works under the contract;
(3) All candidates will be required to provide certification from an independent body attesting conformity to environmental management standards in accordance with the Community Eco-Management and Audit Scheme (EMAS); or the European standard BS EN ISO 14001.
