Short description of the contract or purchase(s):
The Group wishes to procure the services of a contractor to provide a day to day maintenance and repair service in the South Eastern part of our Southern Region. The contract will be for 7 years and will cover approximately 2 000 properties in Kent, of which approximately 40 % are flats and 60 % are houses or bungalows.
The maintenance works shall include for a fully reactive repairs and maintenance service for SHGL and SHHO. The contract will be structured to deliver a flexible and demand driven high quality service, with the ability to adapt any elements of the process to allow improvements to be made to ensure that best value is achieved at all times. The focus will be to deliver a "fix first time" package.

The Group wishes to procure the services of a contractor to provide a day to day maintenance and repair service in the South Eastern part of our Southern Region.
The contract will be for seven years and will cover approximately 2 000 properties in Kent, of which approximately 40 % are flats and 60 % are houses or bungalows.
Estimated value excluding VAT: 10 500 000 GBP.

Precise information on deadline(s) for lodging appeals: Southern Housing Group Ltd (SHGL) will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be required from the Contracts Manager - see address in part 1.2. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. [The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into].
