II.1.5) Short description of the contract or purchase(s):
The tender is aimed at the provision of assistance for the organisation and implementation of capacity building activities (workshops, conferences, sustained missions and ad hoc assistance) in the sanitary and phyto-sanitary (SPS) field in Africa, in order to strengthen national and regional SPS capacities in Africa, with reference to international standards.
The activities will support food security primarily via the transfer of knowledge, expertise and skills in areas of animal health, plant health, food safety and quality. This will help African countries to produce and distribute agricultural and food products compatible with international SPS standards, reducing the likelihood of food-borne diseases and related health and socio-economic burden, with positive knock-on effects on poverty alleviation.
The activities are to be implemented under 'Better Training for Safer Food', which is an initiative of the Commission (Health and Consumers Directorate-General). They are part of the Commission's Annual Action Programme 2007 for Food Security implementing the 'Thematic Strategy Paper and Multi-annual Indicative Programme 2007–2010' for the Development Cooperation Instrument.
