Development of a highly reliable web-application for the creation of notifications under the 87/600/Euratom Council Decision (ECURIE) and the supply of 2 call-out systems to automatically alert competent authorities by phone in case of nuclear and radiological accidents.

II.1.5) Short description of the contract or purchase(s):
The current network for early notification (Ecurie) is based upon MS Windows stations with appropriate software (CoDecS) for creating, sending and receiving notification messages. The actual notification itself is done by aid of alarm boxes connected to each station. This distributed network has to be replaced by a web-application for the creation of notifications under the 87/600/Euratom Council Decision (Ecurie) with similar functionalities and 2 small call-out systems to automatically and interactively contact competent authorities by phone in case of nuclear and radiological accidents, each with 4–16 lines, to alert national competent authorities by phone. High reliability, mirror-sites, compatibility with existing notification systems and secure access with 'digipass' will be required.

Tenders can be submitted by groupings of service providers/suppliers who will not be required to adopt a particular legal form prior to the contract being awarded. However, a grouping of firms must nominate 1 party to be responsible for the receipt and processing of payments for members of the grouping, for managing the service administration, and for coordination and safety. In the case of groupings of contractors, the documents required and listed in the following paragraph III.2) must be supplied by every member of the grouping.

To be eligible for participation in this contract award procedure, tenderers must not be in any of the exclusion situations referred to in Articles 93 and 94 of the Council Regulation (EC) No 1605/2002 of 25.6.2002, OJ L 248 of 16.9.2002, by submitting the documents mentioned in Article 134 of Commission Regulation 2342/2002 of 23.12.2002, OJ L 357/1, modified by Commission Regulation (EC) No 1261/2005 of 20.7.2005 and of OJ L 201/3 of 2.8.2005 (see tender documents).
These criteria are specified in the administrative annex of the call for tender.

a) a statement of overall turnover and turnover concerning the works, supplies or services covered by the contract during a period which may be no more than the last 3 financial years.

a) the educational and professional qualifications of the service provider or contractor and/or those of the firm's managerial staff and, in particular, those of the person or persons responsible for providing the services or carrying out the works; the proposed software developers shall have at least 2 years experience in the development of web applications similar to that of the present call for tender.
b) a list of the principal services provided and supplies delivered in the past 3 years, with the sums, dates and recipients, public or private;
c) a description of the technical equipment and the measures employed to ensure the quality of supplies and services, and a description of the firm's study and research facilities;
d) an indication of the technicians or technical bodies involved, whether or not belonging directly to the firm, especially those responsible for quality control;
e) a statement of the average annual manpower and the number of managerial staff of the service provider or contractor in the last 3 years;
f) an indication of the proportion of the contract which the service provider may intend to subcontract.
Where the services or supplies referred to in point (b)(i) of the first subparagraph are provided to contracting authorities, evidence of performance shall be in the form of certificates issued or countersigned by the competent authority.
