English Heritage wishes to establish a contract for the provision of archaeological services in relation to The Protection of Wrecks Act 1973. The Protection of the Wrecks Act 1973 empowers the Secretary of State (SoS) to designate by order an area around the site of a wrecked vessel lying on or in the seabed in United Kingdom waters as a restricted area if he/she is satisfied that, on account of historical, archaeological or artistic importance of the vessel or its contents or former contents, the site ought to be protected from unauthorized interference. Designation orders which protect the sites of wrecks located in English waters are made by the SoS for Culture Media and Sport. With regards to wrecks located in Scottish, Welsh and Northern Ireland waters, the powers conferred on the SoS by the Protection of Wrecks Act (1973) are exercised by the Welsh Ministers, Scottish Ministers and Northern Ireland Ministers, in Wales, Scotland and Northern Ireland respectively. The services under the framework agreement fall into the following categories: Technical and advice: The principle aim of the contract is to supply advice to English Heritage, Historic Scotland, Cadw and the Environment and Heritage Service of Northern Ireland to enable them to advise their respective Ministers, about issues of designation, licensing and management, under the Protection of Wrecks Act 1973.
Fieldwork: analysis and fieldwork to facilitate the management and understanding of sites designated under the Protection of Wrecks Act, or being considered for designation. Archiving: maintenance of records of interventions and analysis, and dissemination of information. Contractors are required to be conversant with all aspects of maritime archaeology described.

On the basis of responses to the questionnaire English Heritage will select the suppliers who will be invited to tender. Pre-qualification questionnaires can be requested no later than 1.10.2007 and returned no later than 5.10.2007.
