The innovation exchange will pilot new approaches to fostering, exchanging and replicating third sector innovation, ensuring that public services benefit from the approaches they pioneer. The innovation exchange will seek to connect innovators to one another, to those who might benefit from their work, including public service, commissioners and third sector organisation, and others who might invest in their work.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope:
The innovation exchange will be set the following objectives: (i) Enable third sector innovators to identify possible collaborators, build networks and come together to engage in collaborative development work. (ii) Bring together third sector innovators and those who might benefit from their work to develop and prototype innovations. (iii) Support the best innovations to develop their work and to grow or to spread their innovations to other areas and organisations. (iv) Help third sector innovators to access the investments they need to support their work. (v) Develop learning on how to achieve(i) to (iv) and help generate a momentum for enhancing the role of third sector organisations as catalysts in public service improvement.
The value of the project will be up to 1 200 000 GBP over 3 years, including VAT.

Tenders from partnerships and consortia will be considered. They must include clear governance arrangements and clarity about ultimate responsibility of work. Tenderers might also choose to sub-contract online elements of this work, but clear plans for these elements must be included.

Information and formalities necessary for evaluating if requirements are met: Interested suppliers responding to this notice would be sent invitation to tender (ITT) documents to provide information about their financial and economic standing, technical capacity and ability as well as how they would deliver the specified outputs.
Any supplier may be disqualified who: a) is bankrupt or is being wound-up, whose affairs are being administered by the court, who has entered into an arrangement with creditors or who is in any anlaogous situation arising from a similar procedure under national laws and regulations; (b) is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding-up or administration by the court or for an arrangement with creditors or is the subject of any similar proceedings under national laws or regulations; (c) has been convicted of an offence concering his/her professional conduct by a judgement which has the force of res judicata; (d) has been guilty of grave professioanl misconduct proven by any means which the contracting authority can justify; (e) is guilty of serious misrepresentation in supplying the information required under provisions of the Directive for qualitative selection; (f) has not fulfilled obligations relating to the payment of social security contributions in accordance with the legal provisions of the country in which he/she is established or those of the contracting authority; (g) has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which he/she is established or those of the country of the contracting authority.
