SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR SERVICES:
This notice follows the Prior Information Notice published by the Home Office Identity Cards Programme in 8/2005 and is to alert the market to progress on planned procurement activity for delivery of the National Identity Scheme. The Identity Cards Act 2006 received Royal Assent on 30.3.2006. This establishes the statutory basis for the creation of a National Identity Scheme in the United Kingdom. The Scheme will include delivery of Passports and Identity Cards plus products and services to a number of other Public Sector organisations.It is expected that to deliver some elements of the scheme, a framework arrangement will be procured. From this, as required, a number of procurements will be run for capabilities to implement the National identity Scheme.It is anticipated that the framework may include provision of Managed Services and Systems Integration capabilities for services such as (but not limited to) the following: (a) biometric systems, (b) application support and development, (d) design of identity products such as Passports and Identity Cards, (e) production and distribution of identity products and (d) systems, estates and people to support application and enrolment.
Identity and Passport Service anticipates that the procurement will follow an EU Competitive Dialogue approach and that the process for competing subsequent procurements will be agreed as part of the framework procurement.Information regarding the National Identity Scheme can be found in the Strategic Action Plan published in 12/2006. This provides further information about the scheme, how it relates to other Home Office Identity Management Programmes, and sets out information on procurement requirements to help interested suppliers to consider the opportunities. This is published on the programme's website www.ips.gov.uk, which will continue to be the main source of information until procurements are formally launched.

Any decision to take forward the procurements outlined is subject to internal approvals and this notice should not be taken as a definitive statement of intent. As set out in the Strategic Action Plan for the National Identity Scheme, it is anticipated that subject to approvals, procurement activity will commence in the second quarter of 2007. As a date is required in section II.5 above, 6/2007 has been listed as indicative of the expected period for commencement. Identity and Passport Service is an Executive Agency of the Home Office created in 4/2006 and is responsible for the delivery of Passports, Identity Cards and related services to citizens and other organisations.
