Surrey and Borders Partnership NHS Foundation Trust on behalf of NHS Commercial Solutions (in collaboration with East of England NHS Collaborative Procurement Hub, NHS London Procurement Partnership and NHS North of England Commercial Procurement Collaborative, together forming the ‘NHS Collaborative Procurement Partnership’) is exploring the feasibility of using recruitment agencies to support the NHS and other participating authorities in successfully attracting suitable healthcare professionals from overseas.

II.2.4)Description of the procurement:

Following this feasibility phase, Surrey and Borders Partnership NHS Foundation Trust on behalf NHS Commercial Solutions may choose to take forward a procurement exercise.

Details are subject to change, but the current intention is that procurement shall deliver:

a) a framework agreement with multiple suppliers for the provision of internationally recruited nursing and midwifery staff, medical and dental staff and other clinical staff including, without limitation, allied health professionals, emergency services personnel, health science services, personal social services staff and other healthcare professionals as identified from to time on the UK Shortage Occupation List (‘healthcare professionals’); and

b) a service which shall:

i) encourage the recruitment of healthcare professionals into areas where they are most needed;

ii) ensure that the healthcare professionals recruited from overseas are clinically competent;

iii) ensure that the healthcare professionals recruited from overseas have English language skills at the appropriate level to deliver their role;

iv) ensure a high level of retention following successful employment by participating authorities. This is likely to include induction training and relocation (pastoral and cultural) support.

The framework agreement likely to be established shall:

a) provide coverage across all NHS Collaborative Procurement Partnership member trusts as listed on their respective websites:

NHS London Procurement Partnership: http://www.lpp.nhs.uk/about-lpp/our-members/ (or the applicable replacement webpage from time to time);

NHS North of England Commercial Procurement Collaborative: https://www.noecpc.nhs.uk/current-members (or the applicable replacement webpage from time to time); and

in addition, the framework agreement that is likely to be established will be open to other named participating authorities within the UK and Crown Dependencies having similar procurement needs; and

b) be initially for two years in duration, with an option — at the sole discretion of Surrey and Borders Partnership NHS Foundation Trust on behalf of NHS Commercial Solutions to extend by a further two periods of 12 months.

Access to the framework agreement likely to be established by participating authorities shall typically be through mini-competitions (making use of eAuctions, as appropriate) but provision shall also be made for those wanting to possibly direct award instead.

Details are subject to change, but the current intention is that suppliers appointed a place on the framework agreement likely to be established must:

i) must comply with, and maintain adherence to, the guiding principles of the NHS Employers UK Code of Practice for the International Recruitment of healthcare professionals (see www.nhsemployers.org/your-workforce/recruit/employer-led-recruitment/international-recruitment/uk-code-of-practice-for-international-recruitment) (or the applicable replacement webpage from time to time); and

ii) should source and introduce healthcare professionals to participating authorities from EU, EEA, Commonwealth and non-EEA countries that have been authorised by the UK Government for that purpose. For the latest guidance on international recruitment, the Supplier should see www.nhsemployers.org/your-workforce/recruit/employer-led-recruitment/international-recruitment) (or the applicable replacement webpage from time to time); and

iii) ensure that any healthcare professional introduced for consideration by participating authorities will have been subjected to, and have satisfactorily passed, all the appropriate safeguarding and employment checks (as required by the framework agreement and any additional checks as required by the participating authority as part of the contract) to work in the position that the participating authority seeks to fill.

iv) must comply with, and maintain adherence to, other legislation, regulations, guidelines and good industry practices relevant to the services required.
