II.1.5)Short description of the contract or purchase(s)
ECMWF as the entrusted entity for the delivery of Copernicus Atmosphere Monitoring Service (CAMS) and Copernicus Climate Change Service (C3S) has issued an Invitation to Tender (ITT) for the provision of ‘Copernicus User Learning Services’.
The focus of the ITT is on the provision of learning services in order to support existing and new users to make best use of Copernicus data and products.
These learning services will also increase the uptake of the Copernicus Climate Change Service and Atmosphere Monitoring Service respectively targeting those working in industry sectors such as energy, insurance and water; policy-makers and local government planners; and academic and science communities. The successful bidder(s) shall develop and deliver training for a wide range of audience types in Copernicus member states; shall identify knowledge gaps, training requirements of the audience groups and develop a training strategy to address such gaps. We also require the provision of the technical infrastructure supporting the user learning services.
The ITT has 2 lots:
Lot 1: Building and supporting the technical infrastructure for the Copernicus learning services,
Lot 2: Building and delivering training content.
Tenderers may bid for one or both Lots.
The framework agreement is expected to run until 31.12.2020.

Lot No: 1 Lot title: Copernicus Cop_010 User Learning Services Lot 1: Building and supporting the technical infrastructure for the Copernicus learning services
1)Short description
Lot 1 focuses on the provision of a suite of externally hosted technical tools in support of the learning services. These tools shall be integrated into the Copernicus website to provide a seamless user experience and support the brand. The suite of tools shall include among other things a Learning Management System (LMS), an event management system, a document management system or e-library, and a repository for code.
For Lot 1, the award basis is the most economically advantageous tender in terms of the below criteria:

1)Short description
The services under this lot shall include: development of a training strategy, gathering of information on training needs and knowledge gaps, content development, organisation and delivery of training events and assessment of the effectiveness of the training activities.
For Lot 2, the award basis is the most economically advantageous tender in terms of the below criteria:
— Tenderer's financial and legal organisation: 5 %,

— Methodology employed for training resources: 25 %,
— Training programme feasibility & implementation: 25 %,

ECMWF will only enter into a contract with a single legal person/entity. Due to the need to include performance and compliance obligations in the contract, ECMWF will contract only with a single legal person or entity which is competent to undertake and commit to these obligations.
ECMWF recognises that some bids will involve a number of organisations which may wish to work together to deliver the contract requirements. In such cases, these organisations must identify a lead contractor who will sign the contract with ECMWF and who will be responsible for putting in place legal arrangements to ensure that it can guarantee that all other organisations will also meet the contract obligations.
ECMWF will not enter into multiple contracts with individual members of consortia or groups of service providers.
