Suffolk County Council, in partnership with District and Borough Councils in Suffolk will be seeking to procure a new Home Improvement Agency contract. The purpose of the contract will be to deliver a range of services that will enable disabled, elderly and vulnerable people to continue to live in their own homes or to find alternative housing that enables them to continue to be independent of residential care. We have developed a new vision for the service which seeks to go beyond the processing of grants and the overseeing of major adaptations and includes housing advice, minor adaptations at an early stage, support to access alternative funding other than Disabilities Facilities Grants (DFG) and a handypersons service. We would also like providers to consider ways in which they could generate income from the service to reduce costs to the public purse.
We will be holding a market engagement day on the 25.3.2015 at IPCity in Ipswich (time to be confirmed).

Plan for the day:
This new vision of the service involves a number of areas which we are able to describe the outcomes needed and we would like to explore with providers their ideas on how these outcomes could be achieved operationally. Those areas are:
— How need can be identified earlier with the statutory sector and preventative work put in place to prevent or reduce demand for more costly adaptations;
— How the DFG resource could be more flexibly used to enable this preventative work to happen;
— The extent to which housing advice and enabling alternative housing provision might be best utilised;
— How the input of clinical guidance through occupational therapy assessment (which will be part of the contract requirements) can best be discharged;
— Partnership working and subcontracting;
— How income may be generated and/or efficiencies gained that reduce the costs of the contract over 3 years.
