The purpose of this PIN is for LUL to engage with interested parties with appropriate experience to understand the relevant market and innovative and economically beneficial technical solutions to extend the life of the Bakerloo SCS. This engagement may involve face to face discussions in central London, questionnaires, supplier technical product literature review, and multi-supplier conferences/workshops. Any information provided by an interested party during the engagement process which is of a commercially or technically sensitive nature will be treated in confidence.

Background:
The Bakerloo SCS is a distributed signalling control network of integrated electronic computing sub-systems based on 1970's technology. Due to obsolescence issues with hardware and software, LU wish to replace the current system with one based on more modern technology.
Existing System Overview:
The Bakerloo line is controlled from a dedicated service control centre. Routine signal control is automated and manual intervention is only required to alter the timetable pattern of service in the event of a pertubation. The northern section of the line between Harrow & Wealdstone and Queen's Park is controlled by Network Rail from a separate control centre. The LU section, between Queen's Park and Elephant and Castle, uses mechanical interlocking signalling.
Outline Scope:
The current proposal is to replace the existing SCS with a modern control system which will safeguard operation of the Bakerloo Line for at least 15 years.
— The system shall have, as a minimum, the same functionality as the existing; however, given the improvements in technology since the original system was installed, some increased functionality would be expected.
— The system shall be developed to Safety Integrity Level (SIL) 2 requirements as defined in the European Committee for Electrotechnical Standardisation (CENELEC) Standards.
— The system shall interface with the current system constraints; notably the mechanical interlocking, fixed block (trainstop) signalling system.
— There shall be no disruption to the Bakerloo line during migration to the new system.
— The system shall be maintainable and supportable for at least 15 years.
Similar obsolescence issues exist with the associated Communications Control System (CCS) which consists of CCTV, PA, Tunnel Telephone, Voice Recorders, Traction Earth Detection and Telephony. The CCS will therefore be required to be modified as part of this project.
