Section II: Object
Provision of evaluation and feedback services.
This call for tenders is being launched as an interagency procurement, under the lead of the European Foundation for the Improvement of Living and Working Conditions (Eurofound) (lead awarding authority based in Dublin, Ireland) and aims at providing to the participating EU Agencies a framework contract for evaluation and feedback services enabling them to comply with relevant evaluation related obligations envisaged in their respective regulatory frameworks.
The tasks are to be performed at the premises designated by the contractor and agreed by participating agencies. Some tasks could be also executed at the agency premises (‘intra muros’).
The tender contains 2 service categories:
— provision of evaluation services,
— provision of feedback services.
Evaluation services concern the provision of external assistance by the contractor to the agencies in the implementation of evaluation activities. Evaluation tasks are typically carried out through a combination of internal (relevant agency staff) and external resources. The required external resources are to be provided through this framework contract.
Feedback services concern provision of external assistance by the contractor to the agencies in order to help with measurement and evaluation of an agency's efforts to communicate and interact with its stakeholders, key target audiences and users.
The FWC is renewed automatically 3 times for 12 months each.

Tenders will be opened at the offices of Eurofound, room number LH5.
1 person representing the tenderer may be present at the opening; participation will be restricted to an observer role. Please advise Ms Lidia Jankowska in advance if you intend to be present at the opening of tenders.

As the working language of Eurofound is English, we would appreciate it if the tender proposal was in English.
Calls for tender are open to natural and legal persons from European Union Member States and from countries which have signed a special agreement with the European Union in the field of public procurement.

Within 2 months of the notification to the plaintiff, or, in absence thereof, of the day on which it came to the knowledge. A complaint to the European Ombudsman does not have as an effect either to suspend this period or to open a new period for lodging appeals.
