II.2.4)Description of the procurement:

The authority wishes to appoint an experienced contractor for the design and construction of refurbishment and extension works at Oaklands School comprising, providing a new main entrance lobby extension, a new office infill, refurbishment of existing rooms to form a new “Nursery” block for ASD and PMLD children with a new dedicated entrance, conversion of existing fitness suite into a new hydrotherapy pool room with changing facilities and plant space.

General alterations to fixtures and fittings, including fitting new WCs, provision of smart boards and worktops to make the facilities appropriate to the age group. General refurbishment throughout of repainting walls, ceilings, refitting new floor and wall covering, and replacing doors. Internal modification of existing rooms. Replacement of roof and roof lights, repair work to address roof leaks, and other building deficiencies. Demolition of the detached single storey “Bungalow” and part demolition of external store; with associated external works to form play areas, footpaths and parking/drop off of the external storage block.

Objective criteria for choosing the limited number of candidates:

The purpose of the SQ is to enable the council to assess the suitability of applicants to provide refurbishment of Oaklands Primary School in terms of economic and financial standing and technical or professional ability in accordance with the regulations and to pre-qualify applicants to be invited to tender. The council intends to compile a short list of applicants which it will invite to participate. The shortlist will contain a minimum of 3 applicants on the basis of the highest-scoring, eligible submissions. The council reserves the right to short list more than 3 applicants where there is a tie and /or the scores are sufficiently close. All Applicants will subsequently be advised of their status and those short-listed will be advised of the timescales and requirements of further stages of the process.
