The work comprises both building, construction and electrical disciplines.

The Ellingsøy and Valderøy tunnels were renovated in 2008-2009. The tunnel works here mainly comprises the upgrading of electro technical installations and safety equipment. 7 new niches shall be blasted in the tunnels for new breakdown laybys and technical rooms. There is also a lot of work that shall be carried out in the Flatholmen tunnel ramps, which have not been previously upgraded.

The existing electro technical installations, safety equipment and water and frost protection shall be demolished and removed in the Godøy tunnel and new installations shall be established. 3 new niches shall be blasted for breakdown lay-bys and a technical room. A guardrail shall be cast on both sides for almost the entire length of the tunnel.

The work in the Ellingsøy and Valderøy tunnels must be executed in the evenings and at night with possible work hours between 20:00 and 6:00, for up to 7 nights per week. The traffic shall be managed by bumper-to-bumper driving.

The works in the Godøy tunnel can be executed during daytime, evenings and nights, with limited bumper-to-bumper driving during day and night. Fast boats and bus transport services will be established for helping out with the traffic load. See A3.10.

III.1)Dalības nosacījumi
III.1.1)Piemērotība profesionālās darbības veikšanai, ieskaitot prasības attiecībā uz reģistrāciju profesionālajos reģistros vai komercreģistros
Nosacījumu saraksts un īss apraksts:

Each individual qualification requirement must be fulfilled before a tenderer can participate in the competition.

The requirements shall ensure that tenderers have the necessary competence and experience, both as regards technical, professional, economic and financial capacity.

Tenderers who are newly established companies and cannot submit the required references, must be particularly careful to document and demonstrate that they have what it takes to carry out the contract.

Information on the tenderer shall be given with the editing and structure stated in chapter E2.

Tenderers who do not fulfil the qualification requirements will be rejected, c.f. the Public Procurement Regulations § 9-5 (1) letter a possibly § 24-2 (1) letter a.

Missing or inadequate documentation in one or more criteria can result in the tenderer being rejected.

If the service provider has provided incorrect information in tender contest above the EEA threshold values, the tender can be rejected.

The contracting authority can emphasise their own evaluations from previously performed work. The contracting authority can obtain information from public registers, provided references and the experience of other contracting authorities.

The information will be subject to an evaluation based on judgement. It is important for the evaluation that the information and documentation are correct and complete.

Tenderers shall be a legally established company. The same applies to each participant in a working partnership (contractor group).

Documentation requirement:

Certificate from the Register of Business Enterprises or an equivalent certificate from a register for legal registration in the country where the tenderer is established.

Completed measures to avoid rejection

If a tenderer, or others who he is identified with, in accordance with the Public Procurement Regulations, § 24-2, has committed a crime as stated in the Public Procurement Regulation §§ 9-5 (2) and 24-2 (2), or conditions exist that are described in the Public Procurement Regulations § 24-2 (3) letters c), e), f) and i), the tenderer shall document measures that have been carried out to show that he has the necessary integrity that the contracting authority expects from a contract party, c.f. the Public Procurement Regulations § 24-5. The documentation shall be presented with the other documentation for the qualifications.

Tenderers who participate in the competition as a working partnership.

The supplier group shall be joint and severally liable to the builder and third parties.

The supplier group must see to the necessary documentation of its overall qualifications. Each contractor participating in the partnering group, shall individually provide all information required for the company. As a part of this, a completed ESPD form must be submitted for every such supplier when applicable for the competition.

The supplier group will be assessed as one for all the qualification requirements except HSE and equity. Each tenderer will be individually evaluated for HSE and equity.

Documentation requirement for each individual participant in the supplier group:

Declaration of joint and several liability to the builder and third parties.

Certificate from the Register of Business Enterprises or an equivalent certificate from a register for legal registration in the country where the tenderer is established.

A statement must also be given of the company form and the composition of the supplier group.

Accident frequency (H1-value)

Documentation of equity, c.f. point 6.

Documentation of any significant changes to the tenderer's equity as compared to the last accounts audit.

6 Equity

Tenderers are required to have positive equity. If the tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants. The requirements also apply for any companies that the tenderer will use to be qualified.

Documentation requirement:

Documentation of equity is to be submitted the tender.

Documentation of any significant changes to the tenderer's equity compared to the last accounts audit must be submitted with the tender.

7 Implementation ability.

There will be an overall assessment for the requirements imposed under this criteria feasibility.

7.1 The tenderer's turnover

The tenderer's annual average turnover should be at least as large as the annual revenues the contract will generate.

Documentation requirement:

Documentation of turnover for the last three years should be submitted the tender.

Expertise of key personnel

Technical and professional competency and relevant experience is required of the key personnel who will be engaged in this assignment.

Organisation

The organisation of the execution of the contract is required to be sufficiently staffed and the tenderer shall have the capacity and ability to deal with unforeseen circumstances during the contract period.

Documentation requirement:

A statement of how the tenderer will organise the execution of the contract.

The builders' experiences. Reference projects

NPRA and other builders' experiences with the tenderer will be appraised

The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.

Conditions which will be evaluated are related to, a.:

— documentation of completed quality

— fulfilment of contracts

— compliance with provisions and procedures for HSE

— compliance with provisions for wages and working conditions

— observance of deadlines

— follow up during the warranty/claims period

— use of apprentices

Documentation requirement:

Information about contracts the tenderer has had in the last few years, with names of references at the contracting authority, shall accompany the tender.

Any assessment forms from previously completed contracts can also be included in the basis for the evaluation.

5 HSE

5.1 Systematic HSE work

Tenderers shall have a system and routines that ensure that the HSE work is operated in a systematic manner in accordance with the internal control regulations.

C.f. the verification in E5 the tender form.

5.2 Accident frequency (H1-value)

If the tenderer is a working partnership (supplier group), the requirements apply for each of the participants. The requirements also apply for any companies that the tenderer will use to be qualified.

The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 106.

The average of the H1-value for the last three years should be lower than 10.

If the H1-value is higher than this, an account shall be given of the developing trend for the H1-value and possibly the F-value, which will express the severity of any high H1-value. Furthermore, a report on whether improvement measures are implemented, and if so also documentation on the effectiveness of these, should accompany the tender.
