Request for informal expression of interest to participate in a pre-procurement early market engagement process for National Grid cable tunnel projects and associated infrastructure.
National grid electricity transmission PLC has a forthcoming portfolio of cable tunnel projects and associated infrastructure across the United Kingdom and wishes to undertake pre-procurement early market engagement (EME) with the supply chain, prior to the commencement of formal procurement procedures.
Pre-procurement EME to seek advice from potential supply chain participants for the pupose of planning the procurement procedure.
The following provides a list of the current proposed cable tunnel projects: London Power Tunnels 2, South London, 33km Menai Tunnel, North Wales, 4km Snowdonia VIP, North Wales, 3.3km.
National grid electricity transmission PLC has a forthcoming portfolio of cable tunnel projects across the United Kingdom and wishes to undertake pre-procurement EME with the supply chain for Cable tunneling projects and associated infrastructure prior to the commencement of formal procurement procedures.
The EME will raise awareness of National grid’s planned cable tunnel projects and enable the market to informally express an interest in participating in potential future procurement events. The Contracting Authority will use the EME to seek feedback from the supply chain to further validate the proposed procurement, packaging and delivery strategies for these works.
National grid is seeking to engage with economic operators from across the supply chain with relevant infrastructure project experience, that are typically involved in the design, manufacture, supply, installation, construction and commissioning of cable infrastructure projects of this nature. This typically includes shaft and tunneling contractors, tunnel boring machine manufacturers, concrete segment manufacturers, mechanical and electrical contractors, tunnel ventilation contractors, Supervisory control and data acquisition (SCADA) suppliers, headhouse/industrial building contractors, High voltage (HV) cable suppliers, High voltage (HV) cable installation contractors and overhead line (OHL) contractors.

Submission of informal expression of interest pro-forma document: Friday 27th April.
Economic operators wishing to express an interest for the pre-procurement EME must request a pro-forma document from the contact detailed in section 1.3 (Communication) and complete all sections.
The completed pro-forma should be submitted via e-mail, to the contact detailed in section 1.3, responding no later than midday on Friday 27th April.
This will be used by National grid for pre-procurement EME planning purposes.
The current intention is for the market engagement to be staged, with an initial focus on the tunneling package. All economic operators who respond with an informal expression of interest pro-forma will receive an invite to a WebEx for a general overview of National grid's tunneling projects. Subsequent package specific workshops and / or questionnaires may follow to further inform the strategy.
An informal expression of interest to this Periodic indicative notice (PIN - not as a call for competition) will not guarantee participation to any subsequent informal pre-procurement EME activities or future formal procurement events.
National grid will issue questionnaires and / or invitations to future potential EME events via e-mail, to the named contact(s) listed in the returned pro-forma.
National grid will ensure that competition is not distorted and that the Treaty principles of non-discrimination and transparency are not breached. Participation in the EME will not preclude, disadvantage or advantage any economic operators’ ability to participate in any future procurement activity.
No information contained in this document or in any communication made between National grid and any economic operator in connection with this shall be relied upon as constituting a contract, agreement or representation that any contract shall be offered in accordance with this PIN.
