This section refers to Section C of Part IV of the ESPD (Scotland) and covers questions 4C.1.2, 4C.6, 4C.6.1, 4C.8.1, 4C.8.2, 4C.9 and 4C.10 as well as ITT ‘Quality (Based on the Method Statement).

4C.1.2: Bidders will be required to provide examples of works carried out in the past five years that demonstrate that they have the relevant experience to deliver the work as described in part II.2.4 of the OJEU Contract Notice or the relevant section of the Site Notice (Weighting 30 %).

4C.6 Bidders will be required to confirm and provide educational and professional qualifications held by the service provider (weighted 5 %).

4C.6.1 Bidders will be required to provide educational and professional qualification held by managerial staff (weighting 5 %).

4C.8.1: Bidders will be required to confirm their average annual manpower for last three years (Weighting 5 %).

4C.8.2: Bidders will be required to confirm the number of managerial staff for the last three years (Weighting 5 %).

4C.9: Bidders will be required to demonstrate that they have (or have access to) the relevant tools, plant or technical equipment to deliver the types of requirements detailed in 11.2.4 in the OJEU Contract Notice or the relevant section of the Site Notice (Weighting 10 %).

4C.10: Bidders will be required to confirm whether they intend to subcontract and if so for what proportion of the contract (Weighting 10 %).

ITT “Quality (Based on the Method Statement): Tenderers must provide a method statement explaining how they intend to carry out the works including managing geographical locations and a summary of equipment used during the contract (Weighting 30 %).

The total scoring for this ”Technical and Professional Ability’ Section will be applied to an overall Weighting of 30 %.

Section D of Part IV of the ESPD (Scotland) is not applicable to this procurement exercise.

Price = 60 %. Price scoring is all as detailed in the table on Page 7 of the ITT.

Quality = 40 % (which comprises of 30 % for responses to Quality questions and 10 % for References/ Previous Experience).

Quality questions are:

Quality scoring is detailed in the table of Page 8 of the ITT and is as follows:

0 Points — No response.

5 Points — Material failure to grasp / reflect the core issue.

25 Points — Reflects limited understanding / misses some aspects in response.

50 Points — Reflects adequate understanding of all issues and aspects in response.

75 Points — Good understanding and interpretation of requirements in response.

100 Points — Excellent understanding and interpretation; innovative and proactive with sound solution in response.

References/ Previous Experience:

Is as detailed on Page 8 of the ITT where ‘Tenderers must provide references from at least 2 previous contracts or be able to demonstrate customer satisfaction from previous contracts.’

‘References/ Previous Experience’ scoring is detailed in the table of Page 8 of the ITT and is as follows:
