II.2.4)Description of the procurement:

The Apache Project Team, part of the UK Ministry of Defence, intends to place a contract with Leonardo MW Ltd to deliver aspects of the Apache Capability Sustainment Programme. This contract with Leonardo MW Ltd will enable delivery of an integrated Defensive Aids System (DAS), which is a critical sub-system on an Apache. The contract scope is for design, qualification and provision of items to Boeing (Original Equipment Manufacturer for the Apache) for integration as part of the Foreign Military Sales agreement with the United States Government.

The contract will involve modification of existing Helicopter Integrated Defensive Aids System (HIDAS) items.

Explanation:

The Apache Project Team, part of the UK Ministry of Defence, intends to place a contract with Leonardo MW Ltd to deliver aspects of the Apache Capability Sustainment Programme.

This contract with Leonardo MW Ltd will enable delivery of an integrated Defensive Aids System (DAS), which is a critical sub-system on an Apache. The contract scope is for design, qualification and provision of items to Boeing (Original Equipment Manufacturer for the Apache) for integration as part of the Foreign Military Sales agreement with the United States Government. The estimated value of the contract is £4,000,000.

It is considered that a contract may be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011) for technical reasons and for reasons of exclusive rights.

This contract will involve the modification of existing Helicopter Integrated Defensive Aids System (HIDAS) items. Leonardo MW Ltd are the Design Organisation (DO) for these subsystems. They are the only supplier with access to the necessary knowledge base and exclusive technical information along with direct access to the design, qualification, and certification data to be able to conduct the work required.
