Staffordshire County Council Virtual School for Looked After Children, SEND and Alternative Provision Commissioners are looking to create a Dynamic Purchasing System of providers in Staffordshire but with the ability to extend regionally in the future. This list of education provision will be primarily for the authority’s own use but will offer local schools the opportunity to purchase programmes that can be run within their school or may with negotiation support Staffordshire Looked After Children educated outside of Staffordshire Local Authority boundaries. This framework will give the assurance that providers have met a stated set of standards and so will give a basic mark of quality assurance.

Lot 1 requirements — The Supplier must have an OfSTED rating of either ‘Outstanding’ or ‘Good’ to be accepted onto the DPS. Any Supplier, whose rating is ‘Requires Improvement’, ‘Inadequate’ or ‘Not yet inspected’, will be accepted onto the DPS but will suspended from receiving any referral requests. 88: The Supplier must ensure that they can fulfil the conditions as specified within the Referral Request Form.

89: When evaluating the SQ and the Referral Request Form the County Council will also take into account whether all of the requirements within the documentation have been met, such as whether any additional documentation requested has been included with the submission. The Supplier may be asked to clarify its responses or provide more details.

90: The Suppliers shall be evaluated on the Award Criteria which take into account the economic and financial standing in accordance with the Public Contracts Regulations 2015.
