The REACH regulation focuses on 'substances' and appropriate substance identification is important to its operation. Substance identity plays a major role in all REACH processes (e.g. registration, evaluation, authorisation and restrictions).
The aim of the study is to gather practical experience and good practices to help industry, particularly SMEs, fulfil their duties. The study will take stock of the experience gained until now in this area including by ECHA (e.g. guidances and studies), by industry (e.g. SIEF formation and registration) and by Member States (e.g. helpdesks). The analysis of this information will focus on case studies. The conclusions and recommendations will be beneficial, on the first hand to industry (especially SMEs), Member States (e.g. enforcement authorities) and ECHA. The Commission will benefit from this study to understand better how REACH is functioning and to identify possible challenges related to the implementation of REACH in this area.
