Powys County Council is seeking to engage with several contractors to establish a contract for refurbishment works to their domestic properties to the Welsh Housing Quality Standard over a three year period commencing April 2017. Community Benefits and the economic and social regeneration of the locality of the works is a priority for The Council and will be a key part of the tender process.

Prior to the tender, the Council will carry out a pre-qualification questionnaire to allow us to identify a number of suitably qualified and experienced organisations who will be invited to submit a tender for this competition via the eTenderwales portal (‘The Portal’).

The Pre-Qualification Questionnaire is the first stage of the tender process. In order to be selected to tender, you must complete the Qualification and Technical Questionnaires on eTenderwales and prove that you meet the minimum requirements. These represent the basic business requirements of the Council. Contractors who do not meet these minimum requirements, will not be invited to tender.

The minimum requirements are

CHAS Compliant (or equivalent SSiP Scheme)

Constructionline registered (or equivalent) with relevant work categories for the Lot(s) applied for.

Statutory qualifications relevant for the Lot i.e GasSafe, NICEIC, ECA.

A minimum of 5 000 000 GBP Public Liability Insurance, and 5 000 000 GBP Employers Liability Insurance.

The Council will only select a bidder who has experience of working with registered social landlords or private landlords, or similar.

Contractors must also meet the mandatory and discretionary

requirements within the questionnaire, and any other requirements published in the Contract Notice in the Official Journal of the European Union (OJEU), as per the Public Contracts Regulations.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority's economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Community Benefits in a procurement context is about ensuring that wider social and economic issues are taken into account when tendering contracts, to maximise the investment as widely as possible. The Welsh Government is determined to embed community benefits in public sector procurement throughout Wales, and this means changing procurement and business practice to help deliver wider benefits, and to achieve some of the following goals:

community recruitment and training;

ensuring equal opportunities and combating social exclusion;

the training of existing workforces;

contributing to education;

the provision of resources for community initiatives;

the reintegration of disadvantaged or unemployed persons into the community.

The requirements in The Public Contracts Regulations 2015 allow authorities to ask about subcontracting intentions without affecting the contractual relationship between the economic operator and its sub-contractors. And for clients to also place contract performance conditions, indicated in the contract notice or contract documents that may favour on site vocational training, employment of people experiencing difficulty with integration, the fight against unemployment, recruitment of long term job seekers or training measures.
