Roofing and Roof Maintenance.
NEUPC is aiming to establish a new framework agreement for the provision of Roofing, Roofing maintenance, and other associated activities for (predominantly) Higher Education institutions in the North, North East, and Midlands of England. Expenditure analysis indicates that this activity could be worth up to 4 500 000 GBP net per annum.
This framework shall be open for use by all members of the North Eastern Universities Purchasing Consortium (NEUPC) a list of which may be found here http://www.neupc.ac.uk/our-members
Lot 1: North — Tyneside and Northumbria
North East (England).
This framework agreement is intended to be let to Roofing, and Roof Maintenance companies that operate in the North of the NEUPC's membership region. Indicatively this should be taken to mean UK postcode areas NE, DH, DL, and TS.
The following types of roof are an example of those which are to be covered under the framework agreement:
The institutions that may use this agreement have an exceptionally diverse range of roofing material requirements. The following types of roofing materials are indicative of those that may be required to be fitted, or maintained under this agreement and should not be deemed to be exhaustive:
Thermoset membrane (e.g. rubber),
Thermoplastic (e.g. pvc/vinyl),
Metal (e.g. galvanised steel/copper sheet),
The activities under this agreement shall encompass both reactive maintenance, and planned maintenance / project works.
This agreement will be open to universities and their partners regardless of whether or not they are to be defined as contracting authorities for the purpose of the PCR 2015.
It is anticipated that some of the future call off contracts under this framework may be part funded from external streams, including European Union (EU) funding and (ERDF/ESF) and potentially other research bodies. All funding assessed under this framework will be considered compliant for the purposes of external funding by the named participants.
Framework agreement period is to be 24 months initially with 2 further periods of 12 months (giving a total of 48 months) subject to satisfactory performance of the participants, and demand from NEUPC membership.
Lot 2: East — Humber and North Yorkshire
This framework agreement is intended to be let to Roofing, and Roof Maintenance companies that operate in the East and Humberside region of the NEUPC's membership. Indicatively this should be taken to mean UK postcode areas YO, HU, and DN.
Lot 2: West — West and South Yorkshire
Yorkshire and the Humber.
This framework agreement is intended to be let to Roofing, and Roof Maintenance companies that operate in the West Yorkshire region of the NEUPC's membership. Indicatively this should be taken to mean UK postcode areas HG, LS, WF, S, HD, BD.
Lot 4: South — Midlands and Lincolnshire
East Midlands (England).
This framework agreement is intended to be let to Roofing, and Roof Maintenance companies that operate in the more ‘Southerly’ region of the NEUPC's membership, including the East Midlands, Midlands, and Lincolnshire. Indicatively this should be taken to mean UK postcode areas LN, NG, DE, LE, NN, PE, CV, B.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
